ORDER GRANTING REQUESTS FOR WAIVER AND GRANTING BLANKET AUTHORIZATION

The order grants Daylight II, LLC, Daylight II-A, LLC, Daylight III, LLC, and EdSan MV Holding Company C, LLC's request for waiver of certain accounting and reporting requirements and request for blanket authorization for the issuances of securities and assumption of liabilities.

ORDER ACCEPTING UPDATED MARKET POWER ANALYSIS

The order accepts an updated market power analysis for the Northeast region from the GenOn Northeast Sellers, a group of indirect subsidiaries of GenOn Holdings, Inc.

E-4 | Ratts 2 Solar LLC, Docket No. ER26-427-000
ORDER GRANTING WAIVER REQUEST

The order grants Ratts 2 Solar LLC's request for waiver of section 4.4.4 in Attachment X of Midcontinent Independent System Operator, Inc.'s (MISO) Tariff and Article 2.3.1 of the Generator Interconnection Agreement among Ratts 2 Solar LLC as interconnection customer, Hoosier Energy Rural Electric Cooperative, Inc. as transmission owner, and MISO as transmission provider. Ratts 2 Solar LLC requests that the Commission grant waiver to allow for a 17-month extension of the commercial operation deadline for its generating facility.

ORDER DISMISSING COMPLAINT

The order dismisses as moot a complaint filed by Sierra Club, Natural Resources Defense Council, Inc., and Sustainable FERC Project against Southwest Power Pool, Inc. (SPP) regarding SPP's then-effective resource accreditation methodologies.

ORDER ACCEPTING NOTICES OF CHANGE IN STATUS AND TERMINATING SECTION 206 PROCEEDINGS

The order accepts Idaho Power Company's notices of change in status and terminates proceedings under FPA section 206 to determine whether Idaho Power's market-based rate authority remains just and reasonable.

ORDER ACCEPTING UPDATED MARKET POWER ANALYSIS AND NOTICE OF CHANGE IN STATUS

The order accepts an updated market power analysis for the Northeast region and a notice of change in status from the Brookfield Companies, a group of indirect subsidiaries of Brookfield Corporation.

ORDER ACCEPTING UPDATED MARKET POWER ANALYSIS

The order accepts an updated market power analysis for the Northeast region for the Pinelawn Sellers, a group of indirect subsidiaries of J-POWER North America Holdings Co., Ltd.

E-9 | Tenaska Power Services Co., Docket No. ER21-42-002
ORDER ON REMAND

On remand from Shell Energy N.A. (US), L.P. v. FERC, 107 F.4th 981 (D.C. Cir. 2024), the order reverses the Commission's previous decision to order Tenaska Power Services Co. (Tenaska Power) to pay refunds for spot market energy sales that exceeded the Western Electricity Coordinating Council soft price cap of $1,000/MWh. The order finds that Tenaska Power is entitled to recoupment of the refunds already paid and directs the refund recipients to provide recoupment to Tenaska Power.

ORDER ON REMAND

On remand from Shell Energy N.A. (US), L.P. v. FERC, 107 F.4th 981 (D.C. Cir. 2024), the order reverses the Commission's previous decision to order Shell Energy North America (US), L.P. (Shell Energy) to pay refunds for spot market energy sales that exceeded the Western Electricity Coordinating Council soft price cap of $1,000/MWh. The order finds that Shell Energy is entitled to recoupment of the refunds already paid and directs the refund recipients to provide recoupment to Shell Energy.

ORDER DENYING REHEARING

The order denies a request for rehearing made in response to the Commission's July 30, 2025, order, which accepted a proposed index-based rate increase.

ORDER ACCEPTING REVISED STATEMENT OF OPERATING CONDITIONS

Acting under Natural Gas Policy Act § 311, the order accepts a local distribution company's proposal to update its natural gas quality standards based on its experiences and those of its customers under the current standards.

G-3 | Consumers Energy Company, Docket No. PR25-52-001
ORDER ISSUING BLANKET CERTIFICATE OF LIMITED JURISDICTION AND ACCEPTING STATEMENT OF OPERATING CONDITIONS SUBJECT TO CONDITIONS

Acting under Natural Gas Act § 7(c), the order grants a local distribution company's application to transport natural gas in interstate commerce using previously constructed intrastate facilities. Acting under Natural Gas Policy Act § 311, the order accepts the company's initial Statement of Operating Conditions subject to revising certain clauses and directs the company to redesign its rates to comply with Straight Fixed Variable rate design.

ORDER ON REHEARING, MOTION FOR STAY, AND COMPLIANCE

In response to a request for rehearing, the order further explains and sustains the Commission's June 2, 2025 order, which accepted Matterhorn's baseline Statement of Operating Conditions and petition to establish initial system rates for Natural Gas Policy Act § 311 service subject to condition. The order also dismisses a motion for stay, rejects a compliance filing, and directs further compliance.

G-5 | Antero Resources Corporation, Docket No. OR25-2-000
ORDER DENYING PETITION FOR EMERGENCY RELIEF

The order denies a petition requesting emergency relief from invoices issued by Enterprise TE Products Pipeline LLC to recover amounts of indexed rates for the period from March 1, 2022, to September 17, 2024 (Locked-In Period) and explains that, consistent with the Commission's November 20, 2025, order in Docket No. RM93-11, et al., pipelines that charged the maximum rates permitted under the Commission's now-vacated January 2022 rehearing order in Docket No. RM20-14 during the Locked-In Period may invoice shippers to recover the amounts that would have been chargeable under the December 2020 order in Docket No. RM20-14.

ORDER APPROVING TEMPORARY FLOW VARIANCE UNDER LICENSE ARTICLE 33

The order approves Yuba County Water Agency's request for a temporary variance of its minimum flow requirement under license Article 33(d) for its Yuba River Development Project No. 2246 for the period of January 1 to January 15, 2026. The project is located on the Yuba River, Middle Yuba River, North Yuba River, and Oregon Creek in Yuba, Sierra, and Nevada counties, California, and occupies federal lands administered by the U.S. Forest Service.

ORDER APPROVING SURRENDER OF LICENSE

The order approves Sho-Me Power Electric Cooperative's application to surrender its license for the 3-megawatt Niangua Hydroelectric Project located on the Niangua River in Camden County, Missouri.

C-1 | Golden Pass LNG Terminal LLC, Docket No. CP25-205-000
ORDER AMENDING AUTHORIZATION UNDER SECTION 3 OF THE NATURAL GAS ACT

The order approves Golden Pass LNG Terminal LLC's (Golden Pass LNG) request to amend its authorization to construct and operate facilities for the export of liquefied natural gas (LNG) from its LNG terminal in Sabine Pass, Jefferson County, Texas. Specifically, Golden Pass LNG proposes to construct and operate a 0.22-mile-long, 42-inch-diameter natural gas supply lateral pipeline; a receipt interconnect; two-meter station pads; and appurtenant facilities, all located within the existing LNG Terminal boundary.

ORDER AMENDING CERTIFICATE

The order approves Mountain Valley Pipeline, LLC's (Mountain Valley) request to amend its certificate, issued in Docket No. CP19-14-000, authorizing Mountain Valley to construct and operate its Southgate Project in Pittsylvania County, Virginia, and Rockingham and Alamance Counties, North Carolina, to reduce the length of the pipeline route from 75 miles to 31.3 miles and increase the diameter of the project pipeline to 30 inches. The amended project is designed to provide 550,000 dekatherms per day (Dth/d) of firm transportation service from Pittsylvania County, Virginia, to Rockingham County, North Carolina.
