Scott Secures Key Victories in Senate-Passed NDAA

Washington, D.C. - Senate Banking Committee Chairman Tim Scott (R-S.C.) today highlighted several priorities he successfully advanced in the Senate-passed National Defense Authorization Act (NDAA). The package includes three of Chairman Scott's top initiatives: the ROAD to Housing Act to expand access to attainable housing for Americans at all incomes, the Protect Our Bases Act to safeguard U.S. military installations from foreign adversaries, and an extension of the Defense Production Act to secure critical supply chains and bolster national security.

"From protecting our military bases from Chinese influence, to securing America's supply chains, to expanding access to housing, these provisions reflect the priorities of the American people: safety, security, and opportunity," said Chairman Scott. "I'm proud we were able to deliver real results in this year's NDAA that strengthen our national defense, protect our homeland, and improve the lives of families across the country."

BACKGROUND:

Renewing Opportunity in the American Dream (ROAD) to Housing Act

  1. The first bipartisan comprehensive housing package advanced in over a decade, the ROAD to Housing Act addresses challenges across the housing ecosystem. It passed 24-0 out of the Senate Banking Committee in late July.
  2. Introduced by Chairman Scott and Ranking Member Warren, the bill is built on years of bipartisan committee work, stakeholder engagement, and multiple hearings.
  3. Key pillars include:
    1. Expanding and Preserving Housing Supply
    2. Improving Housing Affordability and Access
    3. Advancing Accountability and Fiscal Responsibility
    4. Improving Oversight and Program Integrity
  4. The bill includes 40 member-driven provisions designed to increase housing supply, lower costs, and expand access to homeownership. Every Senator on the Senate Banking Committee had at least one priority included in the ROAD to Housing Act.

Protect Our Bases Act

  1. Introduced by Chairman Scott and 11 Senate colleagues, this legislation strengthens the Committee on Foreign Investment in the United States (CFIUS) review process for foreign land purchases.
  2. Requires CFIUS member agencies to annually update lists of military, intelligence, and national laboratory facilities designated as sensitive sites.
  3. Enhances transparency and accountability by mandating annual reports to Congress certifying that reviews are complete and accurate.
  4. Stems directly from the 2022 attempted purchase of land near Grand Forks Air Force Base by a Chinese-owned company, which exposed flaws in the existing review process.

Defense Production Act

  1. First enacted in 1950, the DPA ensures the U.S. can rapidly scale industrial capacity during times of national emergency.
  2. Chairman Scott led efforts in the NDAA to reaffirm and strengthen the DPA's focus on its core mission:
    1. Defense Production: Supporting the defense industrial base, including munitions manufacturing and advanced technologies.
    2. Emergency Preparedness: Enabling swift responses to natural disasters and national emergencies.
    3. Critical Domestic Supply Chains: Reducing reliance on adversaries like China for rare earth minerals, pharmaceuticals, and essential defense components.
  3. The DPA has been used effectively in the past - from supplying PPE during COVID to ramping up disaster relief - and continues to be a cornerstone of America's security and resilience.
