Chairman Scott, Ranking Member Gillibrand Set Hearing to Expose China’s Control of America’s Drug Supply

WASHINGTON, D.C. - On Wednesday, March 11, Chairman Rick Scott and Ranking Member Kirsten Gillibrand will convene a hearing entitled "Foreign Dependence: How China Captured America's Drug Supply." This hearing will expose how China is deliberately pursuing global dominance in pharmaceutical manufacturing through state-directed industrial policy, and how U.S. trade, regulatory, and procurement decisions contribute to the erosion of America's domestic production capacity. Members and expert witnesses will discuss how China now controls critical aspects of the global drug supply chain -- from active pharmaceutical ingredients to finished generics -- creating a dangerous overreliance for the U.S., and particularly for America's aging community that relies on these essential medications to live happy, healthy lives.

This hearing builds on the Committee's bipartisan efforts under Chairman Scott and Ranking Member Gillibrand's leadership to identify the policy failures that have enabled America's foreign overreliance and advocate for advancing reforms that restore American control over these essential medicines. As part of this effort, members will highlight the importance of the bipartisan and bicameral CLEAR LABELS Act, which will improve transparency by requiring clear and upfront disclosure of where the medicines Americans rely on are coming from.

Witnesses for the hearing will include:

  • Hon. Ted Yoho, Former U.S. Congressman, Senior Advisor, Kyle House Group, Welaka, FL
  • Gordon G. Chang, Author, Plan Red: China's Project to Destroy America, Bedminster, NJ
  • Chan Harjivan, Visiting Fellow, Duke Margolis Institute for Health Policy, Washington D.C.

WHEN: Wednesday, March 11, 2026

3:30PM ET

WHERE: Hart Senate Office Building, SH-216
