The City of Torrance proudly announces the appointment of Alvin Papa, P.E., as the City's new Public Works Director effective June 2, 2026. He brings more than 25 years of experience in public works and civil engineering and is known for delivering complex infrastructure programs and building collaborative, community-focused teams.
Papa's appointment follows current Public Works Director Craig Bilezerian's announcement of his upcoming retirement. Bilezerian will remain in the role until Papa officially assumes the position, ensuring a smooth transition in leadership.
Torrance City Manager Aram Chaparyan stated, "After an extensive and highly competitive recruitment process, I am pleased to announce Alvin's selection as our next Public Works Director. His depth of experience, strong leadership, and commitment to responsive, community-focused service make him an excellent fit for Torrance."
Papa joins Torrance from the City of Cerritos, where he currently serves as Director of Public Works/City Engineer, overseeing a full service department that includes engineering, environmental services, utilities, and maintenance operations. He has led major capital improvement programs and long-range infrastructure planning while strengthening organizational improvements to enhance service delivery.
Previously, Papa held leadership positions with the cities of Huntington Beach and Long Beach, where he managed large-scale infrastructure systems, secured significant state and federal grant funding, and delivered transformative transportation and utility projects. His experience spans water, sewer, stormwater, transportation, and environmental programs across Southern California.
Papa is also a recognized leader in the profession. He is a past President of the American Public Works Association (APWA) Southern California Chapter and currently serves as Co-Chair of the APWA Mentorship Program, supporting the next generation of public works professionals.
He holds a Master of Public Administration from California State University, Long Beach, and a Bachelor of Science in Civil Engineering from San Diego State University. Papa is a licensed California Professional Civil Engineer and holds certifications as a Water Distribution Operator (D2) and Water Treatment Operator (T2).
