Board of Supervisors Meeting Recap for September 15, 2026

The Kern County Board of Supervisors met today as scheduled for Tuesday's September 15, 2026, Board Meeting. Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), and Supervisor Leticia Perez (District 5) were in attendance. Chairman Phillip Peters (District 1), Supervisor David Couch (District 4) were absent. Item No. 1 AM session:

The Board adopted a resolution honoring Probation Division Director Jason J. McPhetridge, Kern County Probation Department, upon his retirement with 26 years of dedicated service to the County of Kern.

Item No. 2 AM session:

The Board adopted a resolution honoring Probation Division Director Jeremy Roberts, Kern County Probation Department, upon his retirement with 27 years of dedicated service to the County of Kern.

Item No. 3 AM session:

The Board proclaimed October 2026 as Paint the Town Pink Month in Kern County.

Item No. 4 AM session:

The Board proclaimed September 15 - October 15, 2026, as Hispanic Heritage Month in Kern County. You can watch the presentation HERE.

Item No. 5 AM session:

The Board proclaimed September 25, 2026, as California Native American Day, September 25 - 27, 2026, as Tejon Indian Tribe Pow Wow Days, and November 2026 as National Native American Heritage Month in Kern County. You can watch the presentation HERE.

Item No. 6 AM session:

The Board proclaimed September 23 through October 4, 2026, as Kern County Fair Days in Kern County. You can watch the presentation HERE.

Item No. 10 AM session:

The Board approved Aging and Adult Services proposed agreement with the California Department of Aging to provide CalFresh Outreach Program services to older adults, from October 1, 2026, through September 30, 2028, in an amount not to exceed $117,042.

Item No. 12 AM session:

The Board approved Airports request for authorization to accept a grant from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) for the Airport Master Plan update at Meadows Field Airport, in the amount of $1,900,000 with a 5% County match, for an estimated amount of $2,000,000. Item No. 13 AM session:

The Board approved Animal Services agreement with Race for the Rescues to participate in their annual fundraising event held at the Rose Bowl in Pasadena, California, effective September 15, 2026.

Item No. 27 AM session:

The Board approved and adopted a resolution authorizing the District Attorney to submit a grant application to the California Governor's Office of Emergency Services (CalOES) for 2026-2027 Unserved/Underserved Victim Advocacy and Outreach Program funding, from January 1, 2027, through December 31, 2027, in the amount of $196,906.

Item No. 28 AM session:

The Board approved and adopted a resolution authorizing the District Attorney to submit a grant application and accept award agreement for the Office on Violence Against Women Fiscal Year 2026 Training and Services to End Abuse in Late Life grant program, in the amount of $600,000.

Item No. 35 AM session:

The Board approved Employers' Training Resource Memorandum of Understanding (MOU) with California State University, Bakersfield (CSUB), acting through the California Energy Research Center (CERC), for Energy Sector Internship Program, from September 15, 2026 through August 31, 2027.

Item No. 40 AM session:

The Board approved and adopted the resolution authorizing revised dates for the temporary closure of the Rosamond Branch Library facility from Tuesday, September 22, 2026 through Saturday, October 3, 2026, for life-safety and critical maintenance improvements.

Item No. 45 AM session:

The Board approved and adopted the resolution authorizing the Sheriff's Office to apply for off-highway motor vehicle funds from State of California Department of Parks and Recreation for the Sheriff's Office Off-Road Vehicle Enforcement Team (ORVET), in an amount not to exceed $189,638.

Items No. 12 - 14 PM session:

The Board has set a public hearing for Tuesday, November 17, 2026, at 2:00 p.m. for the annual adoption of the capital improvement plans for the Bakersfield Metropolitan Core and Non-Core Transportation Impact Fee program, the Rosamond/Willow Springs Transportation Impact Fee program, and for the Tehachapi Core and Non-Core Transportation Impact Fee program.

Items No. 18 -21 PM session:

The Board approved the following contributions to various community organizations: Public Safety Professionals Retreat, in the amount of $200; Tehachapi Police Department and Taft Police Department, in the amount of $2,000 each; Taft District Chamber of Commerce, in the amount of $500; Semerenko Team Community Love Inc., in the amount of $500; Kern County Museum Foundation, in the amount of $1,500; Bakersfield Firefighters Historical Society, in the amount of $1,200; Kern Bridges Youth Homes, Inc., in the amount of $500; and Delano Harvest Holidays Association, in the amount of $500.
