Northeast Iowa Community College Celebrates 60 Years of Growth and Success with Final Bond Levy Projects

As Northeast Iowa Community College (NICC) celebrates its 60th anniversary, the College is entering the final phase of transformative campus improvements funded by the $39 million bond levy approved by voters in 2018. This milestone marks six decades of evolving to meet the needs of the region, made possible by the steadfast support of the community.

The bond levy, which passed with a historic 84.16% majority, has allowed the College to focus on four critical priorities: improving infrastructure, enhancing security, updating technology and creating innovative learning spaces. As these projects reach completion, the College extends its deepest gratitude to the district voters who invested in the future of our students and the local economy.

"We are honored and pleased by the trust our community placed in us," said Lexi Wagner, vice president of finance & administration. "These funds have allowed us to modernize our facilities and ensure that NICC remains a leader in workforce development well into the future."

Key Projects and Milestones:

• Main Building (Peosta Campus): A $21.8 million renovation project completed in 2022 features extensive upgrades including a concourse linking the Main Building and the Advanced Technology Center, new classrooms and office spaces and a new dining area. Additional modernizations feature updates to classrooms and renovations to Student Services facilities, offices, the front entrance, campus conference center, parking lots and roadways.
• Advanced Technology Center (Peosta Campus): Completed in time for the fall 2025 semester, this center embraces Industry 4.0 principles, including robotics and smart manufacturing. The project is funded through the State of Iowa Accelerated Career Education (ACE) Program, with over $500,000 contributed from bond levy funds.
• Student Center Renovations (Calmar Campus): Completed in spring 2024, this project included a new esports arena, expanded student life areas and a redesigned library.
• Max Clark Hall (Calmar Campus): A $6.6 million renovation provided state-of-the-art nursing and allied health labs, along with updated computer classrooms.
• Town Clock Business Center (Dubuque): A $1.9 million renovation to this facility created a modern, state-of-the-art hub for business and community partners, featuring updated virtual meeting capabilities and professional hospitality areas.
• Technology and Security (Calmar and Peosta Campuses): Throughout the 5,056-sq. mile district, the College implemented $2.2 million camera and door security systems and vital technology upgrades to enhance cybersecurity.
• Child Development Centers (Calmar and Peosta Campuses): Significant improvements totalling $330,000 included new flooring, electrical and furnishings.
• National Education Center for Agricultural Safety (NECAS) (Peosta Campus): A $440,000 renovation featured new HVAC, LED lighting, flooring and furniture.

The finalization of these projects signifies the completion of the master facility plan initiated in 2019.

As the College reflects on its 60-year history, these improvements ensure that NICC continues to provide a flexible, high-quality training environment where students and businesses can thrive in a rapidly changing market.
