SACRAMENTO - As Trump and Republicans in Congress cut federal dollars that support women's health clinics and Planned Parenthood, leading to closures and reduced servicesnationwide, Democrats in the California State Legislature on Monday expedited $90 million in critical funding to support women's health and reproductive care.
The legislation, Senate Bill 106, fasttracks $90 million to women's care providers, making sure that clinics like Planned Parenthood can continue serving Californians without interruption - providing family-planning, sexually transmitted infection testing and treatment, cancer screenings, contraception and other essential care.
"Trump is tearing down health care and increasing costs. Democrats are building it up - investing millions in women's health and maternal care, because families come first in California," Speaker of the Assembly Robert Rivassaid.
"This early budget action matters," Assembly Majority Leader and Chair of the Legislative Women's Caucus Cecilia Aguiar-Curry said. "It matters because our reproductive healthcare providers here in California-and their patients-need to know we're standing up for them at a time when they're under attack from Washington. Thank you to Speaker Rivas and Pro Tem Limón for leading the charge."
"While Republicans in Washington are attacking Planned Parenthood, California Democrats are stepping up to protect reproductive freedom, abortion rights, and essential healthcare services. At a time when the federal government is turning its back on women's health, we will continue fighting to protect access to care for millions of Californians," Assembly Budget Chair Jesse Gabriel said.
This expedited budget action is necessary now: Planned Parenthood clinics across California have been forced to close or reduce services. In many parts of the state, Planned Parenthood may be the only nearby provider, the only low-cost clinic, or the only provider that accepts Medi-Cal.
The funding passed on Monday by Democrats comes in addition to the more than $140 million already appropriated by the Legislature in 2025.
Despite California Democrats' historic efforts to expand health-care access and lower costs, Trump and the Republicans' disastrous agenda prohibits federal Medicaid funding for Planned Parenthood nationwide for one year. Since going into effect in the summer of 2025, health centers have not been paid for the bulk of services they provide to patients. More than 80% of the nearly 1.3 million patient visits that California's Planned Parenthood health centers provide annually are reimbursed by Medi-Cal, making H.R.1's defund provision especially harmful.
Last year, Speaker Rivas and colleagues condemnedTrump and Republicans' gutting of funding for women's health care, which slashed hundreds of millions of dollars in funding for California alone.
SB 106 now moves to the desk of Governor Gavin Newsom for his signature.
