The Office of State Budget and Management (OSBM) is thrilled to announce Chief Deputy Budget Director Anca Grozav was recognized this week as a 250 Public Service Champion.

The 250 Champions were selected by the National Academy of Public Administration and Local Gov 250 to celebrate America's 250th anniversary. The honorees were chosen for making a significant impact serving in cities, counties, regional councils, states, and federal government. Anca was selected as a Champion from among hundreds of nominations submitted from across the country.

"Anca is a model of public service in North Carolina. She has spent nearly 17 years devoted to making the state stronger, and we are all better for her dedication," said Governor Josh Stein. "I am proud to work alongside her on behalf of the people of North Carolina."

The 250 Public Service Champions recognition is based on "democracy at the doorstep," -the idea that democracy is shaped by everyday interactions with public servants. Anca has embraced this practice by fulfilling everyday acts of service with integrity and excellence.

"Anca is a true American success story, coming to the U.S. as a young adult and becoming a servant-minded leader," said State Budget Director Kristin Walker. "We are grateful to have Anca at OSBM and are proud to see her receive this recognition."

Anca began her career serving North Carolina with an entry-level position at OSBM. Over the years she served in various roles within OSBM, rising to Chief Deputy in 2022. She has a master's in public policy from Duke University and received graduate and undergraduate training in Economics in Bulgaria and the Czech Republic.
