In December 2025, the City initiated a storm sewer investigation in the historic Uptown district and surrounding areas as part of continuing efforts to evaluate older sewers within its collection system. The work will confirm the proper function of storm sewers and enable the completion of routine maintenance. The evaluation involves camera work and access to manholes/catch basins via easements in private property-backyards, side yards, etc., and in public streets and alleyways.
The City has hired Columbus-based engineering and planning firm EMH&T, Inc., to assist in performing engineering services for the project, which includes the following:
Structure inspections
Storm sewer televising
Storm sewer cleaning
Storm smoke testing
Dyed water testing
The City will contact property owners via door hangers before the contractor attempts to access any manholes located on the property, in accordance with Ohio Revised Code Section 163.03. The contractor will also practice caution to mitigate impacts to private property. The contractor will not need to access the interior of homes or commercial buildings to complete evaluations.
Throughout the project, EMH&T will access the storm sewer structures and sewer mains indicated in light blue on the following map:
