On 15 December 2025, the Transmission System Operators (TSOs) of Slovakia, Hungary, Ukraine and Romania successfully launched explicit monthly long-term capacity auctions on borders with Ukraine for the January 2026 market period. This achievement, supported by ENTSO-E and implemented by the Joint Allocation Office (JAO), marks a major step toward closer integration of Ukraine into the European electricity market.
Throughout 2024 and 2025, TSOs from Slovakia, Hungary, Ukraine, and Romania worked together with ENTSO-E experts and JAO to update the Harmonised Allocation Rules (HAR) for EU external borders. These updates introduced Border Specific Annexes for the Slovakia-Ukraine, Hungary-Ukraine, and Romania-Ukraine borders, enabling the allocation of available capacity through explicit monthly long-term auctions.
This milestone enhances market efficiency and transparency, contributing to closer integration of Ukraine with the European electricity market and supporting regional energy security.
