Each year, the lead agency for the Illinois Child Care Assistance Program (CCAP) is required to amend the Illinois administrative code to reflect changes implemented as a result of adjusting Illinois' child care eligibility guidelines and co-payment fees based on the Federal Poverty Level.
These rates were revised on July 1, 2026 as required by law.
The revised rates have now been posted as proposed changes within Volume 50, Issue 28 of the Illinois Register. Current rules may be viewed here in 23 Ill. Adm. Code, Sections 2060.230 and 2060.320 (formerly 89 Ill. Adm. Code, Sections 50.230 and 50.320) - Child Care Eligibility and Maximum Monthly Income and Parent Fee.
As required by the rulemaking process during the State's First Notice period, IDEC is we are now accepting public comments on this action through August 23, 2026.
Information on submitting public comment is available in the public register link above. Public comments may also be submitted to [email protected]. All comments, including those submitted to IDHS, will be routed to IDEC to facilitation through the rulemaking process.
