Frostburg State University has named Dr. Kate Kinsinger, director of the Center for Academic Advising and Retention (CAAR), and Michael Sheetz, comptroller, as the 2026 recipients of the President's Distinguished Staff Award. The honor recognizes employees whose exceptional service and leadership advance the University's mission, goals and strategic priorities.
"Dr. Kinsinger and Mr. Sheetz exemplify the dedication, professionalism and student-centered commitment that define Frostburg State University at its best," said Interim President Darlene Brannigan Smith, PhD. "Their leadership has strengthened our institution in meaningful ways - from supporting student success and belonging to guiding critical operational initiatives with integrity and expertise. We are proud to recognize their outstanding contributions to the FSU community."
Since joining CAAR in 2021, Dr. Kinsinger has led several initiatives focused on student success and retention. She implemented FSU's dual-advising model, developed a team of university advisors dedicated to supporting students both academically and personally, and spearheaded updates to the University's Academic Pathways Program. She also plays a key role in Bobcat Bound Days, coordinates ORIE 101 courses that help students transition to college life and serves on numerous campus committees and initiatives. Most recently, Dr. Kinsinger has overseen the implementation of a University System of Maryland grant establishing a peer mentorship program designed to foster support, belonging and skill development among new students.
"Dr. Kinsinger is a steadfast advocate for both FSU students and CAAR staff, consistently ensuring that their needs and perspectives are represented in institutional decision-making," said University Advisor Leanna Noon. "She exemplifies the very best qualities of a student support professional."
Sheetz served as the lead financial expert for FSU's Workday implementation project, one of the most complex institutional initiatives undertaken by the University. His deep accounting expertise proved critical to the project's success. As a member of the Maryland Connect team, he became a trusted resource for peer institutions, many of which sought his guidance and recognized him as a subject-matter expert. Throughout the initiative, Sheetz demonstrated exceptional dedication, working long hours to help ensure the project advanced responsibly and effectively.
Sheetz also played a pivotal role in Frostburg State University's food service request-for-proposals process and transition to a new vendor.
"Mike's involvement ensured that financial considerations, compliance requirements and institutional interests were appropriately addressed throughout the process," recalls Denise Schurg, Associate Vice President of Budget and Finance.
Across campus, Sheetz is widely respected for his willingness to address concerns, promote responsible stewardship of resources and safeguard the University's reputation.
