Negotiating process commences on drafting of Eurasian Charter of Diversity and Multipolarity in 21st Century

On 25 September 2026, on the sidelines of the High-Level Week of the 81st Session of the United Nations General Assembly, a ministerial meeting was convened, marking the commencement of the negotiating process on the drafting of the Eurasian Charter of Diversity and Multipolarity in the 21st Century.

The event was co-chaired by the Minister of Foreign Affairs of the Republic of Belarus, Maxim Ryzhenkov, and the Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov.

In their addresses, the heads of the foreign ministries of Belarus and Russia observed that the negotiating process on the text of the Charter would foster an atmosphere of confidence and facilitate the identification of shared approaches to addressing security challenges across the Eurasian space, underpinned by a balance of interests among all States concerned.

In this context, the Charter is intended to enshrine the principles governing inter-state engagement in the realm of security across the Eurasian continent in the era of multipolarity - including the principles of sovereign equality, the indivisibility of security, and the responsibility of the continent's nations for resolving regional security challenges - whilst laying the groundwork for a new architecture of international relations.

The ministers underscored the Charter's commitment to strengthening economic cooperation and connectivity, deepening humanitarian and cultural ties, advancing civilisational dialogue, and establishing equitable decision-making mechanisms for the benefit of Eurasian nations and peoples.

The meeting brought together representatives from diverse Eurasian states. The participants welcomed the joint initiative of Belarus and Russia and reaffirmed their countries' interest in engaging in the forthcoming negotiating process.

Following the ministerial meeting, a Joint Statement on the Commencement of the Negotiating Process on the Drafting of the Eurasian Charter was adopted, and the Rules of Procedure for the Working Group on the Drafting of the Charter were formally approved.
