Unanimous re-election of Liana Gouta at the Helm of the European Fuel Industry for a new 3-year term

A vote of confidence in Ms. Liana Gouta was expressed by the General Assembly of the European Fuel Manufacturers Association, at its meeting on 11 June 2026.

The European Fuel Manufacturers Association, through its two divisions FuelsEurope & Concawe, brings together companies operating refining and fuel manufacturing facilities in the EU27, as well as Norway, Switzerland & the United Kingdom, supplying essential energy and feedstocks to key sectors such as transport, chemicals and manufacturing.

Liana Gouta has led the Association since January 2024, bringing more than 30 years of experience in the energy sector. Under her leadership, the Association has continued to strengthen its engagement with European institutions and stakeholders at a time of profound transformation for the energy and industrial landscape.

Commenting on her reappointment, Luis Cabra, President of the Association, said: "We are particularly pleased to renew Liana Gouta's mandate. Her leadership, deep industry knowledge and commitment to constructive dialogue have been instrumental in positioning our sector as a key partner in Europe's energy transition and industrial strategy."

Liana Gouta stated: "It is a distinct honour to earn the trust shown by the Association's member companies. The European fuel manufacturing industry is at a critical crossroads. Together with all our members, we will continue working toward a transition that ensures progress for the climate while at the same time guaranteeing energy security for states and the competitiveness of European industry."

In today's context of intense geopolitical and energy challenges, Europe's refining and fuel manufacturing industry is a strategic pillar of the continent's energy security, industrial resilience and economic strength, by supplying fuels for mobility and industry, as well as feedstocks for chemicals and other essential products.

However, the sector faces significant challenges, including rising energy costs, increasing carbon pricing, regulatory complexity and investment uncertainty, all of which risk undermining competitiveness and accelerating industrial decline in Europe.

The Association and members of the European fuel industry advocate for a realistic and forward-looking approach to the energy transition, emphasizing the transformation of existing industrial facilities into low-carbon and renewable fuel hubs, while allowing competitiveness in a global market. This pathway can help preserve Europe's industrial base while enabling the scale-up of sustainable energy solutions.

With the right policy framework, providing long-term visibility, investment certainty and support for all low-carbon technologies, the sector is ready to be a critical link in achieving a transition that is economically viable, technologically inclusive, and aligned with Europe's climate neutrality goals.
