PASADENA, Calif. - For landlords navigating the rent stabilization process, understanding how to file a Petition for Upward Adjustment of Rent is essential for seeking a fair rate of return on their rental property. The Pasadena Rent Stabilization Department (RSD) welcomes the public to its upcoming Monthly Workshop, focused on the petition process for rent increases under Article XVIII of Pasadena's City Charter.
The workshop will take place on Tuesday, May 12, 2026, at 6 p.m. in the RSD office, located at 199 S. Los Robles Ave., First Floor Conference Room. Participants can attend in person or join virtually via Zoom by visiting Bit.ly/MonthlyRSDWorkshops.
Landlords who are in compliance with Article XVIII and Pasadena Rental Housing Board (PRHB) regulations may petition the Department to request a rent increase beyond the allowable 2.25% Annual General Adjustment. To be eligible, a property must meet the requirements of Article XVIII as well as applicable California health and safety codes. Once eligibility is confirmed, landlords can formally begin the petition process to seek an upward adjustment of rent.
