The Attorney General's Office announced that Anneka Brooks, 46, of Titusville, Florida, was arraigned today on two felony counts of Fraud or Deceit Involving a Regulated Drug. The charges are the result of an investigation conducted by the Vermont Secretary of State's Office of Professional Regulation (OPR) and the Attorney General's Medicaid Fraud and Residential Abuse Unit (MFRAU).
According to the affidavit of probable cause, Ms. Brooks was employed as a Licensed Practical Nurse at Union House Nursing Home, a long-term care facility in Glover, Vermont. On or about November 8, 2025, Ms. Brooks is alleged to have fraudulently obtained Oxycodone, a controlled substance, intended for administration to medical patients, for her own personal use.
Ms. Brooks, currently residing in Florida, pleaded not guilty by remote appearance at her arraignment today in Vermont Superior Court, Orleans Criminal Division. The Court, Judge Michael Harris presiding, ordered Ms. Brooks released on conditions, including that she attend future hearings and that she provide fingerprints.
Ms. Brooks's license as a Licensed Practice Nurse was suspended by OPR pursuant to a stipulation and consent order on August 11, 2026.
The Attorney General's Office emphasizes that individuals charged with a crime are legally presumed innocent until their guilt is proven beyond a reasonable doubt in a court of law.
If you suspect Medicaid fraud, please submit a report using MFRAU's online reporting form.
The Medicaid Fraud and Residential Abuse Unit receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $1,621,775 for Federal fiscal year (FY) 2027. The remaining 25 percent, totaling $540,425 for FY 2027, is funded by the State of Vermont.
