2025 in Review: Hayward recognized for going above and beyond on housing

Hayward was named a Prohousing Jurisdiction by the State of California in 2025 for the City's commitment to and achievement in creating and preserving housing for individuals and households across all income levels.

The recognition makes Hayward one of just five Alameda County cities to have received the Prohousing Jurisdiction Designation from the California Department of Housing and Community Development (HCD).

"The Prohousing Designation Program (PDP) seeks to acknowledge and support jurisdictions that go above-and-beyond state housing law to help accelerate housing production," according to HCD.

The program is intended to reward local governments with additional funding to accelerate affordable housing production and preservation. Hayward's designation qualifies the City to receive extra credit and points when competing for certain state and regional housing grants to advance local housing initiatives.

Hayward's designation also reflects the City's progress in recent years in delivering on its City Council-adopted Strategic Priority to Produce, Protect and Preserve Housing for All. To learn more about this Strategic Priority and the City's progress, go online here on the City of Hayward website.
