Gosar Reintroduces Bill Halting Immigration for a Decade
This week I reintroduced H.R. 6374, legislation providing a 10-year moratorium on all immigration into the United States. This is a bill I originally introduced more than four years ago in response to the Biden administration opening our border and welcoming millions of illegals, including criminals, into our country.
Sadly, the recent shooting of two National Guard members in Washington, D.C. within a few feet of the White House by Afghan national Rahmanullah Lakanwal is yet another troubling reminder of Joe Biden's warped legacy. That's because our immigration system is overwhelmed and unmanageable thanks in large part to Sleepy Joe's open border policies while he occupied the White House. Fraudulent asylum claims, illicit trafficking, visa overstays, and insufficient vetting are just a few of the challenges left in the wake of Biden's disastrous term.
The consequences have been devastating: adversaries are exploiting these failures and Americans are being murdered. Meanwhile, schools, hospitals, law enforcement, and local governments-especially in border states like Arizona-are stretched to their limits.
Immigration must be legal, orderly, and in the national interest. Every nation has the right and responsibility to secure its borders and protect its people. My commonsense legislation imposes a 10-year moratorium on all immigration until our system is restored, our borders are secured, and future immigration can occur safely and in a way that strengthens our country.
Gosar to White House: Terminate OPT
This week, I spearheaded a letter that was signed by a dozen of my colleagues urging the Trump Administration to terminate, once and for all, the Optional Practical Training (OPT) guest worker program.
What's OPT, Congressman Gosar? I'm glad you asked. Faithful Gosar Newsletter readers know that, over the years, I have written extensively about the evils of the OPT program and even introduced legislation terminating it. For those who may be first-time readers, let me get you quickly caught up.
The OPT program is a little-known America Last immigration program administered by the United States Citizenship and Immigration Service that incentivizes greedy employers to fire American workers and replace them with inexpensive foreign labor because they avoid having to pay FICA and Medicare payroll taxes and other employee benefits. According to NumbersUSA, by not paying FICA or Medicare taxes, employers save roughly eight percent when they hire foreigners. Additionally, there are no enforceable wage protections, allowing employers to undercut local prevailing wages by hiring foreign workers.
Congress never voted to create the OPT program. Instead, as is too often the case in the Swamp, Big Tech billionaires hired lobbyists to sell out our own graduates, many deeply in debt with student loans, and lobbied George W. Bush to create this America Last program. The idea was to extend the length of existing "practical training" regulations so they could function as a new guest worker program that allows employers to circumvent the H-1B visa cap set by Congress and permit over 100,000 aliens admitted into our country on student visas to continue working in the United States for another three years after completing their academic studies.
The lobbyists chirped, and no doubt made a few hefty campaign donations, and just like that, the Bush administration created the current OPT program by executive order and the Obama administration expanded it further. Not surprisingly, more and more employers are taking advantage of the government discount on not hiring Americans. In fact, use of the program grew by 400% between 2008 and 2016. Over 500,000 foreign students were authorized to work in the Optional Practical Training program in 2023.
The OPT program completely abandons young Americans, particularly those who have spent years and tens of thousands of dollars pursuing careers in science, technology, engineering, and mathematics only to be pushed out of those fields by cheap foreigners. Our government should not be incentivizing foreign employees over Americans. This badly flawed government program should be eliminated and my letter to the White House this week lays out the justification for doing so.
ZERO Illegals Released for Seven Months in a Row
Speaking of illegals, our southern border saw another record month of calm in November, with Border Patrol agents apprehending about 7,350 illegal aliens along the U.S.-Mexico boundary, according to data shared this week by the Customs and Border Protection. For the seventh straight month, not a single illegal was caught and released. Every lawbreaker apprehended was processed according to law - a milestone unmatched in modern border history. Across all the borders and ports, Customs and Border Protection also reported just 30,367 encounters with illegal aliens, a slight improvement over October and a massive change from the Biden years, when CBP averaged more than 230,000 encounters each month. For further perspective, since January 21, 2025, when President Trump took office through the end of November, there have been 117,105 total enforcement encounters along the southwest border which is 37% less than the monthly average of 185,625 during the Biden Administration. Ten months under President Trump records fewer apprehensions than one month under Biden. As President Trump was right to point out, it turns out all you needed was a new President to secure the border.

Communism, Marxism, and Socialism are forms of government. Someone who advocates for a form of government different from our Constitutional Republic is advocating for the elimination of our government. Why are people such as New York's Mamdani allowed to run for any government office? The same is true for sharia law and jihad. Mamdani believes in and supports both. As I'm sure you know, jihad calls for the death of all Israelis and Americans. Why are people who advocate for jihad allowed to hold public office?
Patricia, I certainly share your concerns. As you point out: Zohran Mamdani, the newly elected mayor of New York City, has drawn criticism for his extreme, socialist platform. He has repeatedly stated that he plans on "Trump-Proofing NYC." He's a communist, hates Israel and is a sympathizer for Muslim terrorism. I strongly disagree with Mamdani on every issue. As our nation's largest city and financial hub, I'll always hope for the best for New York City's success, but I don't have much hope that his policies will do anything but further destroy NYC.

Thank you for introducing a bill placing a 10-year moratorium on all immigration. I was born and raised in California, moved to Arizona to escape the blue corruption - so tired of seeing immigrants have jobs and the American citizens homeless.
Julie, my bill is a necessary and responsible step to protect American workers, strengthen our national security, and restore order to an immigration system that has been stretched far beyond its limits. Our nation faces unprecedented pressures - from a strained labor market and housing shortages to overwhelmed public services thanks to Biden's laxed immigrations policies. Before we add new inflows, we must ensure that those who are already here have been properly vetted. We also must do everything to ensure employees prioritize American workers first. You may also be interested in knowing that I introduced legislation banning the Optional Practical Training (OPT) Program administered by the United States Citizenship and Immigration Service. As I mentioned above, the OPT program completely undercuts American workers, particularly higher-skilled workers and recent college graduates, by giving employers a tax incentive to hire inexpensive, foreign labor under the guise of student training. Both of my bills are pro-stability, pro-security, and pro-American worker!
