This morning, the House Administration Committee unanimously advanced the U.S. Capitol Police Empowerment Act, legislation introduced by Rep. Eli Crane (R-AZ) to authorize the U.S. Capitol Police (USCP) to intercept drones that pose a risk to Capitol facilities.
Although D.C. prohibits drone flights over the U.S. Capitol, numerous reports have surfaced in recent years regarding drone activity near the complex. Additionally, the USCP currently lacks explicit authority to intercept drones on Capitol grounds, leaving significant vulnerabilities that could be exploited by bad actors.
Given the dangerous capabilities of unmanned aircraft and credible threats against elected officials and their constituents, the Capitol Police must have the ability to neutralize potential attacks without delay. By allowing USCP to take decisive action, this bill reinforces security and serves as a strong deterrent.
Rep. Crane drafted this bill with input from all relevant committees of jurisdiction, including the House Administration, Transportation and Infrastructure, Judiciary, and Homeland Security committees. He has introduced additional legislation targeting the broader drone threat facing American communities, including the DEFEND Act, which focuses on protecting civilians from the growing dangers of unmanned aircraft.
"The evolution of drone warfare has drastically changed both the battlefield and the threats to our national security. After meeting with the U.S. Capitol Police, I learned that they lacked explicit authority to intercept drones on the complex, leaving alarming gaps in our defense posture," said Rep. Crane. "My bill would grant the USCP the ability to take decisive action to protect Members of Congress, staff, and constituents on Capitol Hill. I'm grateful to Chairman Steil for recognizing the importance of this legislation, and I'm hopeful this bill will receive a vote on the House Floor."
