Overview of the main topics and events at the Council of EU and European Council for the coming fortnight.

Agriculture and Fisheries Council, 23 February 2026

Ministers will exchange views on the post-2027 common agricultural policy proposals and on the report on the evaluation of the unfair trading practices Directive.

Foreign Affairs Council, 23 February 2026

The Council will exchange views on Russia's war of aggression against Ukraine and on the situation in the Middle East, in light of the latest developments in the region, including in Gaza and the West Bank.

General Affairs Council, 24 February 2026

Ministers responsible for European affairs will meet in Brussels to start preparations for the March European Council by discussing an annotated draft agenda. The Council will also hold an exchange of views on the European Centre for Democratic Resilience.

Competitiveness Council (Internal market and Industry), 26 February 2026

Internal market and industry ministers will approve conclusions on the consumer agenda 2025-2030 and will discuss the European competitiveness fund, the 2026 single market report and the emergency plans for industrial resilience.

General Affairs Council (Cohesion), 26 February 2026

Ministers responsible for cohesion policies will meet in Brussels to approve conclusions on the EU agenda for cities. The Council will also hold an exchange of views on the mid-term review of cohesion policy 2021-2027 and lessons learnt for the future.

Competitiveness Council (Research), 27 February 2026

Research ministers will approve the Council position on the research fund for coal and steel and will discuss on the Horizon Europe program, and on international cooperation on R&D.

Justice and Home Affairs Council, 5-6 March 2026

Home Affairs ministers will discuss among others Schengen, migration, the future of Europol and approve conclusions on the new EU drugs strategy.

Justice ministers are expected to reach a general approach on the Regulation on protection of adults and discuss fight against Russian impunity and fundamental rights.
