USDA Names Trump Administration Appointees to the Minnesota Farm Service Agency State Committee

St. Paul, Minn. - Jan. 14, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Minnesota USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Minnesota are:

  • Charles Norris Radman, Chair (Randolph) - Radman is a fifth-generation farmer who produces corn and soybeans using no-till practices. He also raises meat goats in support of 4-H and FFA projects. He is a former livestock facilities consultant responsible for designing manure storage structures and conservation plans for producers.
  • Jim Kukowski, Member (Strathcona) - Kukowski owns and operates a seed farm that includes a Minnesota Crop Improvement Association approved seed conditioning facility that has served as a host site for the University of Minnesota Small Grain Field Trials since 1995. He began a land development business in 1974 and has remained active in agricultural innovation and seed improvement for over four decades.
  • Jason May, Member (Rush City) - May owns and operates a corn and soybean farm that is certified through the Minnesota Agricultural Water Quality Certification Program and was recognized with the Chisago County Outstanding Conservationist Award in 2023.
  • Pamela Kay Uhlenkamp, Member (Green Isle) - Uhlenkamp co-manages a family livestock operation with her children who raise beef cattle and pigs for 4-H and FFA projects. They recently began building a Red Angus herd through the Minnesota Youth Beef Experience Program. She is a farm business management instructor at South Central College, where she supports farm families with financial analysis, cash flow planning, and transition strategies.
  • Scott E. Winslow, Member (Fountain) - Winslow is a fifth-generation farmer in Fillmore County raising corn, soybeans, hogs, and beef cattle. He serves on the Fillmore County Farm Bureau Board, the Fillmore County Pork Producers Board, and previously served on the Minnesota FSA state committee. He currently serves on the US Grains Council Trade Team and the Minnesota Corn Research and Promotion Council.
