AUSTIN ⎯ The Texas Workforce Commission (TWC) is now accepting applications for grants to fund Adult Education and Literacy (AEL) programs in the Panhandle and Deep East workforce development areas. This request for applications (RFA) seeks to identify eligible community organizations capable of delivering essential in-person and virtual AEL services.
TWC works with eligible providers across the state to help Texans learn new skills. AEL providers teach reading, writing, math, and English in a variety of program models. Program model options may include access to workforce training, digital literacy, work readiness and college preparation coursework. AEL services are provided at no cost to adult learners who lack functional literacy or have not earned a high school diploma (or recognized equivalent).
Eligible applicants include local educational agencies, community-based organizations, non-profit institutions, libraries, and institutions of higher education located within the Panhandle and Deep East workforce development areas.
Interested organizations must submit their completed applications by May 1, 2026. The complete RFA packet, including requirements and submission documents, can be downloaded from the TWC Procurement Portal website. To prepare a submission, please log into the portal or create an account by clicking the "Log in/Register" button on the portal. Registration is free.
