ABU Technical Committee Meeting set out principles on AI and broadcast technology

The ABU Technical Committee Meeting, held during the 62nd ABU General Assembly in Ulaanbaatar, brought together members to share updates and explore new directions for broadcasting. The sessions were chaired by Masashi Kamei of NHK, Japan, with support from Sukhbayar Sukhbaatar of MNB, Mongolia, and opening remarks from Ahmed Nadeem, ABU Secretary-General.

An invited presentation session, moderated by Tolga İnce of TRT, Türkiye, featured Zhang Wei from NRTA, China; Chi Wah Leung from RTHK, Hong Kong-China; and Masashi Kamei from NHK, Japan. A host presentation session, moderated by Masashi Kamei, included contributions from Sukhbayar Sukhbaatar of MNB, Mongolia, and Bolorkhuu Namsraijav of the Communications Regulatory Commission of Mongolia.

Reports on key areas were also shared. Dr Hirokazu Kamoda of NHK, Japan, spoke on distribution, Dr Guosong Li of NRTA, China, reported on spectrum matters, Prakash Veer of Prasar Bharati, India, spoke on training and services, and Kazim Pektaş of TRT, Türkiye, provided an update on production, presented on his behalf by Putera Afiq from ABU.

The meeting endorsed the ABU's Principles and Guide on the Use of AI. The guidelines focused on three areas: technology and security, governance and legal, and ethics and best practice. Members were encouraged to strengthen online security, check the reliability of providers, and be mindful of the environmental impact of new tools. They were also advised to set clear rules for using AI, keep human oversight to avoid bias and misinformation, and make sure AI-generated content is clearly labelled. The principles further encouraged members to use AI in ways that support diversity and inclusion, and to review their systems regularly to maintain trust.
