Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. (Aug. 28, 2026) - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Joe Bricking to the Kentucky Board of Education.

• Joe Bricking of Independence is the director of business development for Camco Chemical Company. He replaces Tiffany Payton, who has resigned, and will serve for the remainder of the unexpired term, which expires April 14, 2028.

Gov. Beshear has appointed Cozy Chappell as Magistrate for the First District of Muhlenberg County.

• Cozy Chappell of Drakesboro is retired. She replaces Malcolm West, who has resigned.

Gov. Beshear has appointed Julia Adams as a special justice to the Supreme Court of Kentucky for the purpose of hearing and deciding Lynne Sadler, MD v. Jerome Kunkel.

• Julia Adams of Winchester is a retired judge for the 25th Judicial District and Circuit.

Gov. Beshear has appointed Aaron Dixon to the Board of Pharmacy.

• Aaron Dixon of Hazard is the pharmacist in charge at Mountain Comprehensive Health Corporation Hazard Pharmacy. His term will begin Jan. 1, 2027, and expire on Dec. 31, 2030.

Gov. Beshear has appointed Philip Longmeyer to the Public Advocacy Commission. The Governor has reappointed Roula Allouch.

• Philip Longmeyer of Louisville is an attorney with Dismore and Shohl LLP. He replaces Whitney Lawson, whose term has expired. He will serve for a term expiring July 15, 2029.
• Roula Allouch of Erlanger is an attorney with Bricker Graydon Wyatt LLP. She will serve for a term expiring July 15, 2030.

Gov. Beshear has appointed Shweta Desai to the Pharmacy and Therapeutics Advisory Committee. The Governor has reappointed Fareesh Kanga.

• Shweta Desai of Louisville is the Community Pharmacy System director for Baptist Health. She replaces Vivek Swaminathan, who has resigned, and will serve for the remainder of the unexpired term, which expires Nov. 11, 2026.
• Dr. Fareesh Kanga of Lexington is a psychiatrist with UK Healthcare. She will serve for a term expiring April 6, 2029.

Gov. Beshear has appointed Adam Peddicord to the Kentucky Board of Emergency Medical Services. The Governor has reappointed Judge/Executive Harry Clark.

• Adam Peddicord of Independence is the chief of the Hebron Fire Protection District. He replaces Benjamin Neal, whose term has expired. He will serve for a term expiring Aug. 16, 2030.
• Harry Clark of Morehead is the Rowan County Judge/Executive. He will serve for a term expiring July 14, 2030.

Gov. Beshear has reappointed Alison Amshoff, LaCheena Carothers and Jeffrey Coles to the State Advisory Panel for Exceptional Children to serve for terms expiring June 30, 2029.

• Alison Amshoff of Louisville is a speech-language pathologist.
• LaCheena Carothers of Frankfort is a justice program administrator in the Department of Juvenile Justice.
• Jeffrey Coles of Lexington is the executive director of The T Academy.

Gov. Beshear has reappointed Brenda Martin, Paulynn Covington, Mason Dyer and Hannah England to the State Advisory Council for Gifted and Talented Education to serve for terms expiring June 30, 2029.

• Brenda Martin of Ashland is an education and community advocate.
• Paulynn Covington of Lexington is a middle school teacher with Fayette County Public Schools.
• Mason Dyer of Lexington is the president of AIKCU.
• Hannah England of Russell Springs is the Gifted and Talented coordinator for Russell County Schools.

Gov. Beshear has appointed Ryan Means, Megan Carter and Patricia Talbert to the Kentucky Early Intervention System Interagency Coordinating Council to serve for terms expiring Aug. 26, 2029.

• Ryan Means of Louisville is the vice president of client success for RELIANCEai. He replaces Kelsey Richey, whose term has expired.
• Megan Carter of Bowling Green is a service coordinator with LifeSkills Inc. She replaces David Jennings, whose term has expired.
• Patricia Talbert of Burlington is the associate director at Broadleaf Behavioral Services. She replaces Catherine Lowe, whose term has expired.
