EU Delegation and Poland co-host discussion with Ms Sviatlana Tsikhanouskaya, Leader of the Belarusian Democratic Forces

On 25 February, the EU Delegation to the Council of Europe and the Permanent Representation of Poland to the Council of Europe co-hosted a discussion with Ms Sviatlana Tsikhanouskaya, Leader of the Belarusian Democratic Forces, at the Association Parlementaire Européenne (APE). The event brought together Ambassadors and Chargés d'Affaires from Council of Europe member states, alongside high-level representatives of the Council of Europe.

The discussion opened with remarks by the EU Head of Delegation, Vesna Kos, who referred to the human rights situation in Belarus, including ongoing reports of repression and the situation of political prisoners. She recalled Ms Tsikhanouskaya's remarks on recent releases being followed by new arrests. The Head of Delegation also referred to Belarus' continued support for Russia's war of aggression against Ukraine, as well as hybrid attacks against neighbouring countries and the EU, and transnational repression. She reaffirmed that the EU's approach remains consistent: maintaining pressure through sanctions, while supporting the Belarusian people and democratic actors. She reiterated the EU's commitment to Belarus' democratic aspirations and its readiness to continue close cooperation with partners.

Ms Tsikhanouskaya thanked the European Union and its Member States for their sustained engagement since 2020, including support to Belarusian civil society and democratic initiatives. She also reflected on the broader impact of the war against Ukraine, noting the consequences for the region and for Belarusians who have faced prosecution for expressions of solidarity with Ukraine. In her intervention, she expressed the view that the majority of Belarusians do not support the war and that the outcome of the conflict will have significant implications not only for Ukraine but also for Belarus' future.

She welcomed ongoing contacts between the EU and Belarusian democratic structures, including the Coordination Council, and encouraged continued political and practical support. Ms Tsikhanouskaya also drew attention to challenges faced by Belarusians abroad, including documentation issues linked to expired passports, and emphasised the importance of continued assistance to independent media and civil society organisations.

The exchange provided an opportunity for participants to discuss recent developments and to reflect on continued engagement in support of human rights, democratic principles and the rule of law in the European region.
