NOTICE OF REGIONAL MANAGER'S DECISION
ADL 109466
GPG Alaska Resources Inc.
We are NOT soliciting public comments on this posting. This posting is to provide notice that a Regional Manager's Decision (RMD) for ADL 109466 was signed and issued on Tuesday, August 18, 2026.
In accordance with AS 38.05.850, the Department of Natural Resources (DNR); Division of Mining, Land and Water (DMLW) has issued an RMD authorizing a private non-exclusive easement to GPG Alaska Resources Inc. for a 25-year term. The easement contains approximately 11.2 acres of state-owned, DMLW-managed uplands within Sections 35 and 36, Township 38 South, Range 64 East, Copper River Meridian, adjacent to Glacier Highway Milepost 27.1, within the Eagle and Herbert River watersheds, approximately 21 miles northwest of Juneau, Alaska.
The easement will be authorized in two phases. The first phase authorizes the immediate development of a staging area (one acre) and 0.17-mile segment of roadway adjacent to Glacier Hwy. The second phase authorizes the development of the remaining 1.13-mile segment of roadway and second staging area (one acre), upon USFS approval of the applicant's Plan of Operations to begin minerals extraction and production on the adjacent USFS land.
An eligible person affected by this decision may appeal to the DNR Commissioner per AS 44.37.011 and 11 AAC 02. Any appeal must be received within twenty (20) calendar days after issuance of this decision under 11 AAC 02.040. An eligible person must first appeal a decision to the Commissioner before seeking relief in superior court. The Alaska Court System establishes its own rules for timely appealing final administrative orders and decisions of the department.

Appeals must be accompanied by the fee established in 11 AAC 05.160(d)(1)(F), which has been set at $200 under the provisions of 11 AAC 05.160 (a)-(b). A copy of 11 AAC 02 is available on the department's website at dnr.alaska.gov/mlw/pdf/DNR-11-AAC-02.pdf.
