Governor Signs 29 Bills into Law

CONCORD, NH - This week, Governor Kelly Ayotte signed the following bills into law:

  • HB 1039 - Relative to the contents of parenting plans.
  • HB 1059 - Relative to the use of number plate scanning devices.
  • HB 1148 - Adding cyanobacteria and algae blooms to the study of the exotic aquatic weeds and species committee.
  • HB 1172 - Relative to confidentiality protections for national guard sexual assault prevention and response personnel.
  • HB 1247 - Requiring the secretary of state to create, post on the secretary of state's website, and otherwise distribute notice of proposed constitutional amendments.
  • HB 1309 - Relative to town meeting warrants.
  • HB 1325 - Enabling supervisors of the checklist to correct the checklist on any day of the week.
  • HB 1435 - Relative to changes to the Winnipesaukee river basin control replacement fund.
  • HB 1444 - Relative to the purchase or acquisition of certain unmanned aircraft systems.
  • HB 1494 - Increasing the maximum amount of the optional veterans' tax credit, optional combat service tax credit, and optional surviving spouse tax credit.
  • HB 1730 - Enhancing the level of offense for certain sexual offenses.
  • HB 1771 - Removing the prospective repeal of child care staffing ratios and the associated waiver system and requiring the department of health and human services to provide certain notice regarding availability of the waiver.
  • HB 1837 - Relative to the New Hampshire marine patrol.
  • SB 451 - Amending the title of the position of senior deputy secretary of state.
  • SB 456 - Establishing the commission for children's futures.
  • SB 472 - Removing the maximum age on the tenure of office for the position of deputy adjutant general.
  • SB 473 - Defining the term "field officers" within the national guard.
  • SB 494 - Relative to the state fire code, fire incident reporting and investigations, and the duties of the state fire marshal.
  • SB 512 - Relative to fees to annul criminal records related to charges that do not result in conviction.
  • SB 549 - Requiring certain syringe service program entities to provide options for disposal of used syringes and needles and creating reporting requirements for such entities.
  • SB 568 - Relative to the department of safety's procedures for the processing of employee candidate background checks.
  • SB 591 - Allowing utility companies to own or build generation facilities.
  • SB 608 - Relative to family caregiver support in certain programs and child care support for kinship caregivers.
  • SB 622 - Relative to the offense of identity fraud.
  • SB 629 - Renaming the new roundabout on Route 302 at the East Conway Road intersection to "Oliveira Circle."
  • SB 641 - Relative to examination requirements for licensure as a chiropractor.
  • SB 642 - Repealing the committee for the protection of human subjects institutional review board.
  • SB 649 - Increasing fines for using a hand-held mobile electronic device while driving a motor vehicle.
  • SB 652 - Changing the maximum award of tax credits for overpayment of due taxes.

Governor Ayotte vetoed the following bill:

  • HB 1267 - Prohibiting school district attorneys and non-school personnel from questioning students without their parent or guardian present.

The Governor's veto statement for HB 1267 is below:

"I appreciate the Legislature's attention to protecting children and respecting parental rights. However, I also have concerns about the scope and unintended impacts of this legislation as drafted. After consulting with the Attorney General's Office, this bill could both impede criminal investigations and negatively impact public safety.

"For the reasons stated above, I have vetoed House Bill 1267."
