Kaiser Permanente among nation’s best for treatment, prevention, patient experiences

OAKLAND, Calif. - Kaiser Permanente maintains its leadership position when it comes to providing expert, coordinated care and exceptional service.

In the 2025 National Committee for Quality Assurance health plans ratings report, released in September 2025, Kaiser Permanente's private (commercial) and Medicare plans were rated highest or tied for highest among competitors' plans in all the geographic regions Kaiser Permanente serves.

NCQA ratings summary - Kaiser Permanente health plans

5-star plans

Five of Kaiser Permanente's health plans received the highest possible rating of 5 stars. These include Kaiser Permanente's:

  • Commercial and Medicare plans in Northern California
  • Commercial and Medicare plans in Southern California
  • Commercial plan in the mid-Atlantic states area (Baltimore, suburban Maryland, Northern Virginia, and Washington, D.C.)

These 5 health plans are among only 11 health plans across the country that received 5 out of 5 stars.

Medicare plans with 4.5 stars

All Kaiser Permanente Medicare plans received 4.5 stars or higher.

Commercial plans with 4.5 stars

Kaiser Permanente's commercial plans in these areas received 4.5 stars:

  • Colorado
  • Georgia
  • Hawaii
  • Northwest (Oregon and southern Washington state)

Medicaid plans

In areas where Kaiser Permanente's Medicaid plans were eligible for rating - Hawaii, Maryland, Northern California, and Southern California - each plan was either the highest-rated or tied for the highest rating.

More 5-star and 4.5-star plans than any organization

NCQA rated nearly 1,000 commercial, Medicare, and Medicaid health plans in the United States. Only 6.5% of those plans earned a rating of 4.5 stars or higher - highlighting how remarkable Kaiser Permanente's ratings are.

And Kaiser Permanente has more 5-star and 4.5-star plans combined than any other health care organization for the 10th ratings cycle in a row.

NCQA is a private, nonprofit organization that measures and accredits health care plans. NCQA ratings are based on dozens of measures that assess how each plan performs when it comes to prevention and population health, treatment, and patient experiences.
