City of San Rafael to Launch New Online Permitting System on February 23, 2026

The City of San Rafael is excited to announce the launch of OpenGov, a modern online permitting system that will go live on February 23, 2026. OpenGov will replace the City's existing eTRAKiT platform for new permit applications and will provide a more accessible, transparent, and user-friendly experience for residents, businesses, contractors, and developers.

OpenGov supports permits and licensing services for the Community & Economic Development Department (CED) and the Fire Prevention Division. The platform allows applicants to submit applications, upload plans and documents electronically, securely pay fees online, track application status in real time, and request inspections. OpenGov also centralizes all project information and communication in a single portal and provides automated email notifications to keep applicants informed as their application moves through the review process.

This citywide transition builds on the successful rollout completed by the Department of Public Works (DPW) in May 2025, when Encroachment, Grading, Transportation, Watercourse/Tideland, and Sidewalk Repair Program permits were launched in OpenGov. This earlier rollout has already given many contractors early familiarity with the platform, helping create a smoother transition for CED and Fire services.

"This system will make it easier for community members to navigate the permitting process and stay informed throughout the life of their project."

Transition to OpenGov
To support a smooth transition:

  • Permit applications submitted in eTRAKiT prior to February 23, 2026 will continue to be processed in eTRAKiT until completion.
  • Beginning February 23, 2026, all inspection scheduling-including inspections for existing eTRAKiT permits-will occur in OpenGov.
  • All new permit applications for Building, Planning, Code Enforcement, and Fire Prevention will be accepted exclusively through OpenGov starting February 23.
  • Additional resources, FAQs, and tutorials will be shared ahead of launch to help applicants prepare.
  • Counter staff will remain available to support applicants in person and by phone during the transition.

Accessing the Portal
Department of Public Works permits are already available in OpenGov.
Beginning February 23, applicants will be able to access Building, Planning, Code Enforcement, and Fire Prevention permit applications through the same portal at https://cityofsanrafaelca.portal.opengov.com.

Applicants who already have an OpenGov account from another community may use the same login. New users will need to create an account.

Support for Applicants
The City will publish tutorials, FAQs, and step-by-step videos to help applicants become familiar with OpenGov.
