APPOINTMENT OF NEW HEADS OF DIPLOMATIC MISSIONS OF MALAYSIA

His Majesty Seri Paduka Baginda The Yang di-Pertuan Agong, Sultan Ibrahim, presented the Letters of Credence to 15 new Heads of Diplomatic Missions of Malaysia during a ceremony held at Istana Negara today. The ceremony was also attended by the Minister of Foreign Affairs, YB Dato' Seri Utama Haji Mohamad bin Haji Hasan, and the Deputy Secretary General of Bilateral Affairs of the Ministry of Foreign Affairs, YBhg. Dato' Syed Mohd Hasrin bin Tengku Hussin.

The appointment of these experienced Heads of Diplomatic Mission reflects Malaysia's continued commitment to strengthening the country's position and strategic interests at the international level, including in addressing evolving geopolitical developments and safeguarding national interests in their respective countries of accreditation.

The newly appointed Heads of Diplomatic Mission are:

Dato' Ahmad Rozian bin Abd. Ghani

Ambassador-designate of Malaysia to Japan

Dato' Ahmad Rozian bin Abd. Ghani hails from Selangor and graduated with a Master's in Public Policy, from the National Graduate Institute for Policy Studies (GRIPS), Japan. He was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 1994. Prior to this appointment, he was the Deputy Secretary General of Bilateral Affairs since 2023.

He served as the Ambassador of Malaysia to Belgium (2021-2023); Ambassador of Malaysia to Kuwait (2015-2018); and the Consul General of Malaysia in Medan, Indonesia (2012-2015). He had also been posted to Malaysian diplomatic missions in Tokyo, Japan; Algiers, Algeria; and Budapest, Hungary.

At the Ministry of Foreign Affairs, he held the positions of Director-General, ASEAN-Malaysia National Secretariat; Deputy Director-General, Policy Planning and Strategy Department; and Undersecretary, Department of Information and Public Diplomacy. He also served as Special Officer to the Secretary General of the Ministry of Foreign Affairs and Assistant Secretary in the Southeast Asia Division.

Datin Paduka Anizan Siti Hajjar binti Adnin

High Commissioner-designate of Malaysia to the Republic of Singapore

Datin Paduka Anizan Siti Hajjar binti Adnin was born in Selangor and holds a Master's in International Relations from Schiller International University, France. She was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 1994. Prior to this appointment, she was the Deputy Secretary General of Management Services since 2023.

She served as the High Commissioner of Malaysia to Canada (2021-2023) and the Ambassador of Malaysia to the Republic of Ireland (2017-2018). She had also been posted to Malaysian diplomatic missions in the Permanent Mission of Malaysia to the United Nations in New York, United States, and Geneva, Switzerland.

At the Ministry of Foreign Affairs, she held the positions of Undersecretary of the Southeast Asia Division; Director of the Institute of Diplomacy and Foreign Relations; Deputy Director-General II of the Policy Planning and Coordination Department; Undersecretary of the Human Rights and Social Affairs Division; Principal Assistant Secretary for Regional, Social and Cultural Cooperation; Director and Assistant Director for ASEAN; and Assistant Secretary of the Southeast Asia Division.

Dato' Indera Dr. Azfar bin Mohamad Mustafar

High Commissioner-designate of Malaysia to the United Kingdom

Dato' Indera Dr. Azfar bin Mohamad Mustafar hails from Pahang and graduated with a Ph.D. in Maritime Law from the University of Wales Swansea, United Kingdom. He was appointed as an Administrative and Diplomatic Officer in 1996 and joined the Ministry of Foreign Affairs in 2001. Prior to this appointment, he was the High Commissioner of Malaysia to Singapore since 2021, and was also the Ambassador of Malaysia to France (2018-2021).

At the Ministry of Foreign Affairs, he previously held the positions of Director-General and Deputy Director General of the Maritime Affairs Division; Principal Assistant Secretary, International Research, Treaty and Legal Affairs Division; Principal Assistant Secretary at the Regional and Maritime Affairs Division; and also Assistant Secretary at the Department of Strategic Planning.

Dato Fenny Anak Nuli

Ambassador-designate of Malaysia to the Republic of Austria

Dato Fenny Anak Nuli hails from Sarawak and graduated with a Bachelor of Arts (Hons.) from Universiti Sains Malaysia. She was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 1997. Prior to this appointment, she held the position of Director at the Sarawak Regional Office since 2024.

She was the Ambassador of Malaysia to Peru (2019-2024); and had served in Malaysian diplomatic missions in Brussels, Belgium; Bangkok, Thailand; Warsaw, Poland; and the Permanent Mission of Malaysia to the United Nations in Geneva, Switzerland.

At the Ministry of Foreign Affairs, she served as the Undersecretary of International Cooperation and Development; and had been assigned to the Multilateral Economic and Environmental Affairs Division; ASEAN-Malaysia National Secretariat; and the Finance Division.

Ambassador Abu Bakar bin Mamat

High Commissioner-designate of Malaysia to New Zealand

Ambassador Abu Bakar bin Mamat was born in Kuala Lumpur and holds a Bachelor's Degree with Honours in Political Science from International Islamic University Malaysia. He was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 2001. Prior to this appointment, he was the Undersecretary of the Europe Division since 2023.

Previously, he served as the Ambassador of Malaysia to Chile (2020-2023); the Consul General of Malaysia in Karachi, Pakistan (2011-2015); and was assigned to the High Commission of Malaysia in Windhoek, Namibia.

At the Ministry of Foreign Affairs, he held the positions of Undersecretary of the CLMV and Oceania Division; Undersecretary of the Development Division; Deputy Director-General of Information and Public Diplomacy; and Deputy Director-General of ASEAN-Malaysia National Secretariat. He also served in the OIC and Regional Cooperation Division; Department of Information and Public Diplomacy; Office of the Minister of Foreign Affairs; Directorate of Asia, Oceania and North Africa; and Protocol Division.

Ms. Norli Muadza binti Mohd Noor

Ambassador-designate of Malaysia to the Lao People's Democratic Republic

Ms. Norli Muadza binti Mohd Noor hails from Kuala Lumpur and holds a Master's Degree in Social Science (Strategy and Diplomacy) from Universiti Kebangsaan Malaysia. She was appointed as an Administrative and Diplomatic Officer in 2000 and joined the Ministry of Foreign Affairs in 2005. Prior to this appointment, she was the Undersecretary of the Human Resource Management Division since 2022.

Previously, she was the Minister at the Embassy of Malaysia in Rome, Italy and the First Secretary at the Embassy of Malaysia in The Hague, the Netherlands. At the Ministry of Foreign Affairs, she was assigned as Undersecretary of the Multilateral Security Division; Director of the ASEAN-Malaysia National Secretariat; and Director of the Institute of Diplomacy and Foreign Relations.

Ambassador Ahmad Kamrizamil bin Mohd Riza

Ambassador-designate of Malaysia to the Sultanate of Oman

Ambassador Ahmad Kamrizamil bin Mohd Riza was born in Kuala Lumpur and holds a Master of Arts in International Relations from the University of Nottingham. He was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 2000. Prior to this appointment, he served as the Ambassador of Malaysia to Azerbaijan since 2023.

He held the position of Minister-Counsellor at the Embassy of Malaysia in Buenos Aires, Republic of Argentina; First Secretary at the Embassy of Malaysia in Dakar, Republic of Senegal; and Second Secretary at the Embassy of Malaysia in Manama, Kingdom of Bahrain.

At the Ministry of Foreign Affairs, he has served as the Undersecretary of the Regional Cooperation and D-8 Division; Undersecretary of the Administration and Security Division; Director at the Public Diplomacy and Communications Department; as well as Principal Assistant Secretary in the Human Resource Management Division; and Assistant Secretary in the East and South Asia Division.

Ms. Sharon Ho Swee Peng

Ambassador-designate of Malaysia to Republic of Ireland

Ms. Sharon Ho Swee Peng hails from Kuala Lumpur and holds a Master's Degree in Public Policy and Management from National University of Singapore. She was appointed as an Administrative and Diplomatic Officer in 2001 and joined the Ministry of Foreign Affairs in 2002. Prior to this appointment, she was the Undersecretary of the Human Rights and Humanitarian Division since 2023.

Previously, she served as the President of the Malaysia Friendship and Trade Centre in Taipei (2019 2023); and had also served in the Embassy of Malaysia in Vienna; and the Permanent Mission of Malaysia to the United Nations in New York, United States.

At the Ministry of Foreign Affairs, she held the positions of Director at the ASEAN-Malaysia National Secretariat; Principal Assistant Secretary of the Europe Division; Principal Assistant Secretary of the Multilateral Political Division; and was assigned as the Assistant Secretary of the Regional, Social and Cultural Cooperation Division.

Dato' Amarjit Singh a/l Sarjit Singh

Ambassador-designate of Malaysia to the Republic of Finland

Dato' Amarjit a/l Sarjit Singh was born in Penang and holds a Bachelor's Degree in Law from the University of London, United Kingdom. He was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 2001.

Prior to this appointment, he served as the Ambassador of Malaysia to Timor-Leste since 2023. He had also been posted to Harare, Zimbabwe; Nur-Sultan, Kazakhstan; and Hanoi, Vietnam. At the Ministry of Foreign Affairs, he held the position of Undersecretary of the Africa Division; Undersecretary of the Americas Division; and also served as Principal Assistant Secretary of the Africa and Sub-Saharan Division; Assistant Secretary of the Environment and Development Division; and Assistant Secretary of the Multilateral Economic and Environment Division.

Mr. Fairuz Adli bin Mohd Rozali

Ambassador-designate of Malaysia to the Democratic Republic of Timor-Leste

Mr. Fairuz Adli bin Mohd Rozali hails from Penang and holds a Master of Arts in International Relations from the University of Nottingham, Malaysia Campus. He was appointed as an Administrative and Diplomatic Officer in 2002 and joined the Ministry of Foreign Affairs in 2003. Prior to this appointment, he was the Deputy Director-General, ASEAN External Relations Division, ASEAN-Malaysia National Secretariat since 2024.

Previously, he was posted as the Deputy Head of Mission/Minister to the Embassy of Malaysia in Washington, D.C., United States; and served at the Embassy of Malaysia in Seoul, Republic of Korea; and the Embassy of Malaysia in Kuwait City, Kuwait. At the Ministry of Foreign Affairs, he has served as the Undersecretary of the West Asia Division; and has also been assigned to the Multilateral Political Division; the OIC and Regional Cooperation Division (ORCD); the Consular Division; the Coordination and Implementation Department; the Parliamentary and Quality Management Division; and the ASEAN Malaysia National Secretariat.

Mr. Adlan bin Mohd Shaffieq

Ambassador-designate of Malaysia to the Republic of Türkiye

Mr. Adlan bin Mohd Shaffieq was born in Sarawak and holds a Master of Social Science (Strategy and Diplomacy) from Universiti Kebangsaan Malaysia. He was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 2002. Prior to this appointment, he was the Director of International Relations Division, Office of the Prime Minister, since 2024.

He had also served as the Deputy Head of Mission/Minister at the Embassy of Malaysia in Jakarta, Indonesia; and had been posted as Counsellor at the Embassy of Malaysia in Cairo, Arab Republic of Egypt; and Second Secretary at the Embassy of Malaysia in Paris, France.

At the Ministry of Foreign Affairs, he held the position of Undersecretary of the OIC and Regional Cooperation Division; Undersecretary of the Multilateral Political Division; and Undersecretary of the Human Rights and Humanitarian Division. He also served in the ASEAN-Malaysia National Secretariat and the Southeast Asia Division.

Mr. Suresh Kumar a/l K. Rengasamy

Ambassador-designate of Malaysia to the Republic of Chile

Mr. Suresh Kumar a/l K. Rengasamy hails from Penang and holds a Master of Science in Management from the International Islamic University Malaysia. He was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 2002. Prior to this appointment, he was the Deputy Director-General (Policy) of the Southeast Asia Regional Centre for Counter-Terrorism since 2025.

He had served as Minister at the High Commission of Malaysia in Ottawa, Canada. At the Ministry of Foreign Affairs, he held the positions of Undersecretary of the Africa Division; Undersecretary of the Bilateral Economic Diplomacy Division; and Director at the Institute of Diplomacy and Foreign Relations. He had also been assigned to the Inspectorate Division; the Multilateral Political Division; the Southeast Asia and South Pacific Division (SEAP I); and the Southeast Asia and South Pacific Division.

Mr. Anwar bin Udzir

Ambassador-designate of Malaysia to the Republic of Lebanon

Mr. Anwar bin Udzir was born in Selangor and holds a Bachelor's Degree in Law from Syracuse University, the United States of America. He was appointed as an Administrative and Diplomatic Officer in 2000 and joined the Ministry of Foreign Affairs in 2002. Prior to this appointment, he was the Undersecretary of the Africa Division since 2025.

Previously, he served as the Deputy Head of Mission/Minister at the Embassy of Malaysia in Tokyo, Japan. He was also assigned as the Director of the Malaysia Friendship and Trade Centre in Taipei; Counsellor at the High Commission of Malaysia in Harare, Zimbabwe; and Second Secretary at the Embassy of Malaysia in Manama, Kingdom of Bahrain. Ms. Rafedah binti Abdul Aziz

Ambassador-designate of Malaysia to the Republic of Uzbekistan

Ms. Rafedah binti Abdul Aziz hails from Sabah and holds a Bachelor of Biomedical Science (Hons.) from Universiti Putra Malaysia. She was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 2002. Prior to this appointment, she served as the Deputy Head of Mission/Minister at the Embassy of Malaysia in Cairo, Arab Republic of Egypt.

She had also served as the Deputy Head of Mission at the High Commission of Malaysia in Bandar Seri Begawan, Brunei Darussalam; and as Second Secretary at the Embassy of Malaysia in Zagreb, Croatia. At the Ministry of Foreign Affairs, she held the position of Undersecretary of the International Cooperation and Development Division; and was assigned to the West Asia Division; the CLMV and Oceania Division; the Inspectorate Division; the East Asia Division; the Asia, Oceania and North Africa Directorate; European Division; the Protocol Division; and the Africa and Sub-Saharan Division.

Ms. Aznifah Isnariah binti Abdul Ghani

Ambassador-designate of Malaysia to the Republic of Azerbaijan

Ms. Aznifah Isnariah binti Abdul Ghani was born in Johor and holds a Bachelor of Arts (Hons.) from Universiti Teknologi Malaysia. She was appointed as an Administrative and Diplomatic Officer and joined the Ministry of Foreign Affairs in 2002. Prior to this appointment, she was the President of the Malaysia Friendship and Trade Centre in Taipei since 2023.

Previously, she was assigned to the Embassy of Malaysia in Brussels, Belgium. At the Ministry of Foreign Affairs, she had served as the Undersecretary of the Multilateral Economic and Environment Division; and had also served in the Multilateral Political Division; the Policy Planning and Strategy Department; the Regional Economic, Social and Cultural Cooperation Division (RCSCD); the Disarmament Division; the External Information Division; and the OIC Secretariat Division.
