SALEM -- As part of House Bill 3991, vehicle title and registration fees will increase starting Dec. 31. The transportation funding bill, passed on Sept. 29 by a three-fifth's majority of the Oregon Legislature, will raise revenue to maintain the quality, safety and reliability of Oregon's transportation system.

Vehicle title and registration fee increases

  • Base title fees for nearly all vehicles (except heavy vehicles and salvage titles) will increase by $139.
  • Base registration fees for passenger vehicles, motorcycles, mopeds, low and medium speed vehicles, and light trailers will increase by $42 per year.
  • An additional surcharge for vehicles with a combined rating of 40+ MPG and electric vehicles will increase by $30 per year.

Vehicle title, registration and renewal timelines

  • Oregon drivers pay a four-year registration fee for a brand-new passenger vehicle and a two-year registration fee when purchasing a used passenger vehicle or any time registration is renewed.
  • First-time registration fees for brand-new vehicles are based on the date registration begins.
    • Increased fees will apply to ​new registrations on or after Dec. 31.
  • Renewal registration fees are based on the date the existing registration expires.
    • Increased fees will apply to registration renewals with expiration dates on or after Dec. 31, even if renewed early.​
  • Titles fees are the same for the vehicle type and MPG rating whether it's a first-time title, title transfer, replacement or duplicate.
    • Increased fees will apply to title transactions taking place on or after Dec. 31.

County vehicle registration fees

Vehicle registration fees charged by Clackamas, Multnomah and Washington counties are collected at Oregon DMV in addition to state registration fees. You must pay the county fee if your vehicle is titled in, or you live in, one of these counties.

Funding and maintaining Oregon's transportation system

Title and registration fees combine with the state's gas tax and fees on freight haulers to finance the State Highway Fund, which then distributes money to the state, counties and cities to maintain and improve Oregon's roads and bridges. The increase in vehicle fees will help pay for snow and ice removal, removing rockfall and landslide debris, clearing lanes after traffic incidents, and other critical maintenance work in counties and cities across the state. It will also fund DMV staffing positions that were frozen or held vacant, strengthening frontline services and enhancing the quality of our customer data.
