Defence Secretary Co-Chairs Quarter-Based Integrated Progress Review Meeting of the Ministry of Defence

The Defence Secretary, Air Vice Marshal Sampath Thuyacontha (Retd), co-chaired the Quarter-Based Integrated Progress Review Meeting for the fourth quarter of 2025 of the Ministry of Defence today (13 February). The meeting was co-chaired by Mr. S. Hemantha Kumara, Director General of the Department of Project Management and Monitoring of the Ministry of Finance.

The Department of Project Management and Monitoring, which functions under the Ministry of Finance, is mandated to monitor, evaluate, and facilitate all public-sector development initiatives, while guiding implementing agencies to ensure the timely achievement of intended outcomes.

Against this backdrop, the review meeting provided a key forum to assess the progress of ongoing projects under the Ministry of Defence, ensuring alignment with national priorities and broader strategic objectives.

The meeting was attended by Director General (Planning), the Chief Financial Officer (P & P) and Additional Secretary (PS), Chief of Staff Sri Lanka Navy and senior officials from the Ministry of Defence and the Treasury, a representative from the Presidential Secretariat, and senior officers overseeing tri-services projects.

Participants engaged in constructive deliberations regarding performance evaluation, challenge identification, and the streamlining of implementation mechanisms to enhance efficiency.

Through strengthened coordination between the Ministry of Defence and the Ministry of Finance, the quarterly review process promotes greater transparency, accountability, and timely project delivery, underscoring the Government's commitment to sustainable development and the enhancement of national security.
