WASHINGTON, D.C. - Congresswoman Luz Rivas (CA-29), member of the House Committee on Natural Resources, led her colleagues in introducing a resolution supporting the Greenhouse Gas Reporting Program (GHGRP). Congresswoman Rivas' resolution highlights the importance of the GHGRP and recognizes that eliminating it would undermine decades of progress in public health, environmental protection, scientific integrity, and economic growth.
"The GHGRP helps my constituents take the necessary steps to address the generational health problems that have arisen because of environmental pollution," said Congresswoman Rivas. "The Trump Administration's elimination of the GHGRP will leave environmental justice communities without the tools needed to address the harmful environmental, health, and economic impacts of climate change. My resolution protects environmental justice communities and preserves the GHGRP from the Trump Administration's reckless actions."

Background:
Since 2010, the GHGRP has collected and tracked vital greenhouse gas emissions, such as carbon dioxide, methane, and other gases, from more than 8,000 sites, including landfills, power plants, and oil refineries. This rollback would strip away valuable data needed to combat climate change, inform families of environmental threats in their communities, and support good-paying jobs.
On September 16, 2025, the Trump Administration's Environmental Protection Agency (EPA) announced the rollback of the GHGRP.
On November 3, 2025, Congresswoman Luz Rivas led a letter with 29 of her colleagues urging the EPA to preserve the GHGRP.
California's 29th Congressional District is a frontline environmental justice community that has experienced the negative effects of heavy industry on residents' health and economic well-being. The district has some of the worst air quality and some of the highest asthma and poverty rates in the state. Data from the GHGRP is used by dozens of industries in the district, including landfills and transfer stations, to keep constituents healthy from environmental pollution.
