Notice of Intent to Adopt a Mitigated Negative Declaration
SR-74 Pavement Rehabilitation Project
What 's being planned: The California Department of Transportation (Caltrans) proposes pavement rehabilitation on an approximately 50.6-mile segment of SR-74, starting at Fairview Avenue at Post Mile (PM) 45.1, near the City of Hemet, and ending 7.1 miles east of Big Horn Drive at PM R92.3, near the City of Palm Desert, in Riverside County. The project involves the reconstruction/upgrade of the pavement along SR-74 (through cold plane and overlay), culvert replacements, guardrail and end treatment replacements, sign panel replacements, localized digouts, construction and upgrade of curb ramps to Americans with Disabilities (ADA) standards, Transportation Management Systems (TMS) elements, and complete streets elements, such as sidewalks and bus pads.
Why this ad: Caltrans has studied the effects this project may have on the environment. Our studies show it would not significantly affect the quality of the environment. The report that explains why is called an Initial Study (with Proposed Mitigated Negative Declaration). This notice is to tell you of the preparation of the Initial Study (with Proposed Mitigated Negative Declaration) and of its availability for you to read, and to also offer the opportunity to request a public hearing or to provide comments, and the intent to adopt this Mitigated Negative Declaration.

The date we will begin accepting comments is July 17, 2026. If there are no major comments, Caltrans will proceed with the project's design.
