Joint Press Release by Commissioner Marta Kos and Deputy Prime Minister Mher Grigoryan

During 19 March meeting in Yerevan, Commissioner Kos and Deputy Prime Minister Mher Grigoryan reaffirmed their commitment to deepening the Armenia-EU partnership ahead of the first historic EU-Armenia Summit to be held on 5 May, which will follow the 8th European Political Community (EPC) Summit hosted by Armenia. The upcoming summit will mark the shared commitment to deepening political dialogue, strengthening economic cooperation and sectoral integration, and promoting peace, stability, and democratic resilience in the region.

Commissioner Kos welcomed tangible progress in Armenia-Azerbaijan relations seen over the past months as well as Armenia's ongoing efforts to promote normalisation of relations with Türkiye. The EU strongly supports the Armenia-Azerbaijan normalisation process and stands ready to invest in inclusive regional connectivity and full opening to bring the region closer to sustainable peace, stability and prosperity.

Commissioner Kos' second visit, exactly 6 months after her first visit, builds on the adoption of the Strategic Agenda for the EU-Armenia Partnership, which marked a significant step forward in the deepening of political, economic and sectoral cooperation between Armenia and the EU. This builds on the foundations of the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA). The EUR 270 million Resilience and Growth Plan in support of Armenia announced in April 2024 by President von der Leyen has been key in delivering concrete results for people in Armenia. EU support has strengthened Armenia's socio-economic resilience, promoted export diversification, empowered civil society and is advancing reforms towards visa liberalisation.

During the meeting, Commissioner Kos and Deputy Prime Minister Grigoryan oversaw the signing of the financing agreement for the period 2025-2027. This important step allows for the remaining funds under the Resilience and Growth Plan to be implemented and to benefit EU-Armenia relations. Discussions highlighted shared ambitions on energy, digital and transport connectivity. The EU and Armenia will continue working together in line with Armenia's Crossroads of Peace initiative, the TRIPP route and the EU's Cross-Regional Connectivity Agenda, linking Europe with Central Asia via the South Caucasus and Türkiye. The Crossroads of Peace initiative highlights Armenia's role in strengthening regional connectivity, with Commissioner Kos reaffirming the EU support for Armenia's integration into the Trans-Caspian Transport Corridor. The EU and Armenia will continue cooperation under the Global Gateway strategy, together with partner International Financial Institutions, to advance priority investments in energy, transport and digital connectivity in support of sustainable growth and peace. Discussions also focussed on ensuring Armenia is firmly integrated into the regional transport networks, notably through the possible further development of the TEN-T extension.

On visa liberalisation, it was recalled that Armenia is the only country with an active visa liberalisation dialogue with the EU. Commissioner Brunner's visit on 12 March focused on the steps undertaken by Armenia so far to fulfil the benchmarks included in the Visa Liberalisation Action Plan, which was presented to the Armenian authorities in November 2025. Commissioner Kos commended the strong commitment of Armenian authorities to deliver on the reforms.

The EU and Armenia reaffirmed their commitment to human rights, the rule of law, and democratic values, with the EU pledging continued support for Armenia's political and economic reforms and efforts to increase democratic resilience. Ahead of Armenia's parliamentary elections, Commissioner Kos emphasized support for Armenian democratic institutions to protect the integrity of elections and ensure the voter's capacity to make sovereign choices.
