Napa City Council Moves to Establish Committee for the Oversight of Measure G Funding Allocation

At the January 7, 2025, City Council meeting, councilmembers provided direction to City staff to establish a Measure G Oversight Committee, which will include five Napa community members and provide additional public input opportunities. This committee will play a crucial role in reviewing expenditures and ensuring that Measure G funds are directed to initiatives that reflect the needs and priorities of City of Napa residents.

As part of the efforts to bring Measure G to the 2024 ballot, the City Council promised accountability and oversight measures would be put in place. The establishment of this Oversight Committee is an important first step in ensuring full transparency and accountability in how Measure G funds are allocated and spent.

Committee members will be appointed by the City Council and serve two-year terms. In addition to providing an annual audit and report of Measure G revenues and expenditures, the Committee will have an opportunity to receive status reports and review projects, initiatives and city operations funded by Measure G. The City Council directed staff to add additional qualifications to two of the five Committee positions:

  • Position 1: Experience in accounting or finance, preferably for public agencies
  • Position 2: Experience in municipal operations and capital project delivery

The process for appointing committee members will be inclusive and transparent, ensuring diverse representation and a steadfast commitment to fiscal responsibility. City staff will return to City Council at the February 4th, 2025, meeting, to codify the ordinance and the application period for interested committee members will open on March 20th, 2025.
