RFP for Comprehensive Fee Study Consulting Services
The County of Sonoma Department of Health Services (Department) is pleased to invite you to respond to a Request for Proposals (RFP) for Comprehensive Fee Study Consulting Services.
Fee studies will help to ensure the Department utilizes overhead rates that accurately account for the true cost of providing various services, and to assess appropriate fees and rates that will allow the Department to recover the actual costs incurred for fee-related services. This RFP outlines the information necessary to understand the competitive selection process and the required documentation necessary for the submission of proposals. All interested proposers must meet the requirements specified in this RFP. Proposers must have qualified staff on hand for this project and be ready to begin work on execution of a final Professional Services Agreement.
An optional virtual pre-bid conference webinar will be held online via Zoom on Thursday, April 30, 2026 at 11:00 AM to answer questions regarding the RFP specifications and process.

Proposers are required to submit any and all questions in writing per the schedule in order for staff to prepare written responses. Written responses will be shared with all potential proposers through an addendum on the County's Supplier Portal.

The living wage rate required under the County's Living Wage Ordinance (LWO) has increased from $18.10 to $23.15 per hour effective July 1, 2025. The adjustment was adopted by the County's Board of Supervisors on January 14, 2025, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
Note effective July 1, 2026, the living wage rate required under the LWO is $23.84 per hour, an increase over the previous $23.15 per hour. This is in accordance with Sonoma Municipal Code section 2-377(d).
