TechNet Expands California Presence with Appointment of Robyn Hines as Director of Strategic Affairs

Washington, D.C. - TechNet, the national, bipartisan network of tech CEOs and senior executives, today named Robyn Hines as TechNet's first California Director of Strategic Affairs. Based in Sacramento, Hines will strengthen TechNet's engagement with policymakers and stakeholders across the state, advancing policies that support innovation, economic growth, and U.S. technology leadership.

"California is at the epicenter of technological innovation and public policy," said David Edmonson, TechNet's Senior Vice President for State Policy and Government Relations. "Robyn brings deep experience navigating complex policy environments and building strong relationships with policymakers, industry leaders, and advocates. As TechNet expands its presence in California, her leadership will be critical to ensuring our members' voices are heard and that smart, pro-innovation policies continue to move forward."

In her role, Hines will work closely with TechNet's Executive Director for California and the Southwest, Robert Boykin, and Deputy Director, Jose Torres, along with TechNet member companies, state lawmakers, and regulators to shape technology policy across California. She will focus on strategic engagement, coalition-building, communications planning, and long-term relationship development to strengthen TechNet's year-round influence in Sacramento and support effective policy outcomes.

Hines brings a strong background in public policy, government relations, and strategic affairs, with experience advancing policy initiatives and managing stakeholder engagement across the public and private sectors. Prior to joining TechNet, she served as Senior Director of State Government Affairs at Microsoft, where she led state and local government affairs strategy across California and 18 additional states.

Earlier in her career, Hines held government relations and public policy roles at National Semiconductor and Citizens for Reliable and Safe Highways. She received a B.A. from San Diego State University and holds an M.A. in Public Communications from American University.
