The President of the European Council, António Costa, will travel to New York to represent the European Union at the 80th United Nations High Level Week between 21 and 25 September 2025. He will address the UN General Assembly on behalf of the EU on 25 September and will speak at the UN Security Council on 24 September. In his first UNGA as President of the European Council, Costa will reaffirm EU's commitment to the UN, multilateralism, respect of international law and the recognition of the intrinsic links between peace and security, human rights and sustainable development.

As military force, political coercion and economic pressure test the post Second World War rules-based international order during which the European integration project was launched and the United Nations were created, we need multilateralism more than ever. We need international law, we need common institutions, and we need the UN. The alternative would be chaos and war. The EU is and will remain a steadfast partner of the UN and multilateralism, supporting reforms to make it more effective, inclusive, and better prepared to serve people in the face of todays and future challenges.

In addition to his remarks at the General Assembly and to the UN Security Council on behalf of the EU, President Costa will also take part in the High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution organized by France and Saudi Arabia, which will take place on 22 September.

On 25 September, President Costa will host a meeting with the leaders of the Pacific Islands Countries in the margins of the UNGA. The President of the European Council will also participate in the traditional EU-UN principals meeting and the EU-UN- African Union trilateral on 21 September and will take part in a series of side events and bilateral meetings. Background

The 80th session of the UN General Assembly opened on 9 September 2025. The first day of the high-level general debate will be Tuesday 23 September, under the main theme 'Better together: 80 years and more for peace, development and human rights'.

Since 1974, the EU has been a permanent observer at the UN General Assembly.

Following the adoption of a UN General Assembly resolution in May 2011, the EU has been given one of the first opportunities to speak among other major groups and can be represented by the EU's external representatives.

Since 2011, the President of the European Council has addressed the General Assembly on behalf of the EU.
