This week public review and comment opened on the updated power plan for Project Jupiter, the AI data center campus planned in Doña Ana County, New Mexico. An updated application filed in April reflects Oracle's and Yucca Growth Infrastructure's decision to use Bloom Energy fuel cell technology for the project, replacing its prior gas turbine and diesel generator design with a lower-emissions fuel cell microgrid that will reduce water use.
The New Mexico Environment Department has deemed the updated air quality permit application complete and ready to move into the next phase of public review. State residents can share their comments about the application through the state's 30-day public process.
"Project Jupiter represents a once-in-a-generation opportunity for southern New Mexico," said Mahesh Thiagarajan, executive vice president, Oracle Cloud Infrastructure. "Our updated plan delivers reliable on-site power with a smaller environmental footprint and avoids using public drinking water for power generation or data center cooling. We're committed to transparency as the public review process moves forward and to ensuring Project Jupiter reflects the values and priorities of Doña Ana County residents."
Compared to the project's January air permit application, the updated plan is expected to reduce NOx emissions by approximately 92%. The fuel cell system also requires only minimal water for power generation after an initial startup fill.
Project Jupiter will help support the next era of AI innovation, including technologies that can help address real-world challenges that matter in New Mexico - improving healthcare, helping farmers use resources more efficiently, and strengthening public services. The project will also deliver meaningful, permanent benefits for the community it serves.
In Doña Ana County, Project Jupiter is expected to create more than 4,000 construction jobs and support 1,500 ongoing direct positions once construction is complete, with local hiring a priority. The project is also expected to generate an estimated $384 million in annual economic impact during construction and $113 million each year once the data center is operational.
Project Jupiter includes direct commitments to local priorities, including $50 million to help repair, upgrade, and improve local water systems; $360 million in direct support for schools, infrastructure, and local services; and $6.9 million for workforce development and other community programs. Oracle will pay for its own power and fully fund the project's energy infrastructure and electricity costs, ensuring the project does not increase local residents' electricity rates.
Oracle will continue sharing information and engaging with community members as the public review process continues.
