Capito Secures CDS Award for Corporation of Harpers Ferry

WASHINGTON, D.C. - Today, U.S. Senator Shelley Moore Capito (R-W.Va.), Chairman of the Senate Environmental and Public Works (EPW) Committee and a leader on the Senate Appropriations Committee, announced a Congressionally Directed Spending (CDS) allocation from the U.S. Environmental Protection Agency (EPA) for the Corporation of Harpers Ferry. The funding will be used to support the rehabilitation of the town's water distribution system.

This allocation, which was secured through a CDS request made by Chairman Capito in Fiscal Year 2026 (FY26), will be used to restore the town's water distribution system, which is expected to improve the quality of life for residents and support the businesses and tourism that Harpers Ferry accommodates year-round.

"The need for clean water infrastructure is critical in any community," Senator Capito said. "This CDS funding will go a long way in helping Harpers Ferry make needed improvements that will ensure they will have a more efficient water system that better serves its residents and tourists. As chairman of the Environment and Public Works Committee and a member of the Senate Appropriations Committee, I am proud to utilize the CDS process to help make this project a reality."

• $5,051,000 CDS award to Harpers Ferry Water Distribution System Project (Jefferson County, W.Va.) to modernize the aging water system and encourage future growth in the Eastern Panhandle of West Virginia. The project will help meet the needs of Jefferson County by significantly reducing high water loss, securing long-term service for customers, improving system resilience against flooding, and providing cleaner, safer water for Harpers Ferry.
