Good afternoon, colleagues.
Today, we will take an in-depth look at the implementation of the National Model for Target Business Conditions and outline steps to improve the effectiveness of measures to enhance business climate.
This strategic document was developed as instructed by the President. Its key objective is to help our country become one of the world's top 20 countries in this regard.
Russia continues to move forward despite the challenges we face. The Government is building a supply-side economy with a focus on supporting domestic production of finished goods and components. Trade with friendly countries is expanding at double-digit rates, including through increased non-resource and non-energy exports.
National projects addressing the goal of achieving technological leadership in a wide range of areas are getting implemented as scheduled. Research centres are being opened, and roads and utility infrastructure are being built.
At a recent meeting of the Council for Strategic Development and National Projects, the President stressed that launching a new investment cycle remained an important priority. To this end, we need to continue creating favourable and predictable conditions for investors, taking into account the needs of businesses and the regions, as well as the interests of the country as a whole.
In conjunction with the Agency for Strategic Initiatives and representatives of the business community, the Government continues to improve mechanisms aimed at enhancing investment appeal. The National Model comprises a set of key performance indicators and roadmaps for achieving them by 2030.
At the federal level, the model covers 11 areas, ranging from business registration and taxation to innovation and patent law. More than 250 measures have been developed to implement them, and working groups comprising predominantly representatives of businesses and business associations have been set up.
Much has been accomplished this year, and a number of important regulations have been adopted. The pool of potential bidders for integrated territorial development projects has been expanded; legislation aimed at making labour relations more flexible has been amended; and the time required to review applications for inventions and beneficial models in the field of green technologies has been reduced.
Today, we will look closely at how the initiatives developed in response to new requests from the business community should be implemented, and how the barriers identified in the course of the above measures are being removed.

Joint efforts by the Government, the Agency for Strategic Initiatives and business communities should focus on creating additional effective tools that will enable us to make dynamic progress in improving investment climate in Russia, while confidently mitigating existing and potential global challenges.
