Request for Proposal (RFP) Land Acquisition or Land Lease Opportunity

The offer will be through a request for proposals (RFP) in order to review the offers in the context of the proposed use of the property and in conformance with the City's Land Use Plan, staff input, and Highest and Best Use of the property, as determined by City Council.

The parcels that could be included in the proposals are 31.00053.00, 31.00051.01, 31.00064.03, 31.00061.01, and 31.00062.00 but will not include the area that is currently being leased to the R/C Flyers Club.

Selection Process and Proposal Evaluation Procedures:

This RFP is not subject to a formal bid process. Staff will review proposals for completeness and forward them on to the City Council for consideration and potential approval or negotiation. The City Council will consider the proposed purchase or lease price and term, plan for use of the property, and financial readiness of the proposer as factors in determining the sale of this property. The City reserves the right to reject any and all proposals, and to negotiate further with any proposing parties. Any disputes, or interpretations, will be resolved by the City of East Grand Forks and will be final.

Proposal Submittal:

Proposals are due no later than Tuesday, November 25, 2025 at 2:00 pm to the City of East Grand Forks City Hall, 600 DeMers Avenue, East Grand Forks, MN 56721. Complete responses and questions should be directed to the following:
