Congressman Pat Harrigan Votes for FY27 NDAA, Secures Five Key Wins to Strengthen Military Readiness

WASHINGTON, D.C.-Today, Congressman Pat Harrigan (NC-10) voted in favor of the Fiscal Year 2027 National Defense Authorization Act (NDAA), legislation that strengthens America's military while including five provisions authored by Harrigan to improve military readiness, secure critical defense supply chains, and modernize the Armed Forces.

"The world isn't getting any safer, and our military can't afford to prepare for yesterday's fight. This year's NDAA strengthens the industrial base that underpins our national defense, invests in the technologies that will shape the next generation of warfare, and delivers meaningful improvements for our servicemembers and their families. I'm especially proud that it includes several provisions I fought for to help the Department of Defense move faster, operate smarter, and stay ahead of our adversaries," said Congressman Harrigan.

Among the provisions secured by Congressman Harrigan are:

• Military Right to Repair, bipartisan legislation ensuring the Department of Defense has access to the technical data needed to maintain and repair mission-critical equipment without being dependent on contractor monopolies.
• Deployable Nuclear Power for INDOPACOM, directing the Department of Defense to deploy a transportable nuclear microreactor in the Indo-Pacific by 2030 to provide reliable power for expeditionary operations.
• Ban on Chinese-Manufactured Optical Fiber, prohibiting the Department of Defense and its contractors from procuring or using optical fiber produced or controlled by entities under the jurisdiction of the People's Republic of China.
• Repair by Replacement Reform, strengthening the Department of Defense's ability to sustain equipment in the field by improving how replacement parts are procured and maintained.
• 6.8mm NATO Standardization, directing the Department of Defense to pursue NATO standardization of next-generation 6.8x51mm ammunition to improve interoperability and logistics among allied forces.

Beyond Congressman Harrigan's provisions, the FY27 NDAA rebuilds America's defense industrial base by expanding domestic manufacturing capacity, restoring critical stockpiles, strengthening shipyards, and supporting the defense workforce. It also strengthens nuclear deterrence and missile defense, accelerates the development of emerging technologies such as hypersonics, quantum computing, and autonomous systems, provides a 5 to 7 percent pay raise for servicemembers, improves military housing and childcare, and advances reforms to eliminate waste and improve Pentagon accountability.

The FY27 NDAA now moves to the Senate, where differences between the House and Senate versions will be reconciled before final consideration by Congress.
