Technical dialogue on district transformation, 16 June in Rome

As part of the EU Agenda for Cities, the European Commission has established important actions focused on enhancing multi-level governance processes. Cities are not just beneficiaries, they are key partners in delivering common European priorities. The European Commission is committed to ensuring EU policies are more coherent and impactful at local level, and for this purpose, engagement with cities will be strengthened. In this context, technical dialogues with urban practitioners, and with the participation of relevant Commission services, will be held on a regular basis, aiming to identify good practices and opportunities across thematic policy areas to reduce administrative burdens.

Affordable housing is a key concern for citizens as underlined in the EU Agenda for Cities. The European Affordable Housing Plan was adopted in December 2025. In this context, a technical dialogue will take place in Rome on 16 June 2026, presenting an opportunity to engage with cities and other urban stakeholders on two key pillars of the plan: boosting housing supply and mobilising investments.

This dialogue with stakeholders, in particular city representatives but also regional authorities, will focus on district transformation. It will identify common challenges and share experiences, in order to further inform the work of the Commission and also to promote mutual learning, in particular on how to set strategies to make better use of existing buildings, as well as on supporting, inclusive social and affordable housing investments that are resilient and sustainable in the long terms (actions 3 "Combining affordability, sustainability and quality in housing" and 4 "Mobilising additional public and private investment" of the Affordable Housing Plan), according to the New European Bauhaus values and principles.
