  • Restricting Strategic Transfers:Prevents the government from transferring non-citizens to different states within ten days of apprehension to seek "friendlier" judicial rulings.
  • Detention Standards:Prohibits overnight detention at ICE field offices not equipped for long-term stays, specifically addressing substandard conditions in Burlington.
