ATTORNEY GENERAL RAOUL OBTAINS 12-YEAR PRISON SENTENCE FOR FORMER ELGIN POLICE OFFICER WHO POSSESSED CHILD SEXUAL ABUSE MATERIAL

Chicago - Attorney General Kwame Raoul announced that a former Elgin police officer prosecuted by his office was sentenced to 12 years in prison for possessing child sexual abuse material. The case is part of Raoul's ongoing work, in collaboration with federal law enforcement agencies and local law enforcement officials throughout Illinois, to apprehend offenders who download and trade child sexual abuse material online.

Jordan Collins, 36, of Kirkland, Illinois, was sentenced today by DeKalb County Circuit Court Judge Marcy Buick to 12 years in prison after pleading guilty to four counts of possession of child sexual abuse material.

"Today's sentence sends a clear message that anyone who preys upon and exploits victims online will be held accountable - including those in positions of authority," Raoul said. "I would like to thank DeKalb County State's Attorney Riley Oncken's office for their partnership in prosecuting this case, as well as the DeKalb County Sheriff's Office for its assistance. My office's Internet Crimes Against Children Task Force will continue to work tirelessly to identify and track down any individual who assaults and exploits children."

Raoul's investigators, with the assistance of the DeKalb County Sheriff's Office, conducted a search of Collins' residence in the 400 block of First Street in Kirkland on Dec. 4, 2023, and discovered evidence of child sexual abuse material. With the cooperation of the Elgin Police Department, Collins was arrested while on duty the evening of Dec. 4, 2023.

Raoul's office co-prosecuted this case with the DeKalb County State's Attorney's office.

"The DeKalb County State's Attorney's Office is grateful for the assistance of the Attorney General's Office in investigating and prosecuting this case," DeKalb County State's Attorney Riley N. Oncken said. "Defendants who victimize and prey on children, especially defendants in positions of authority and trust, deserve to be in prison. A sentence of 12 years sends a strong message and will hopefully deter others who might seek to do harm to our most vulnerable."

Raoul's office, with a grant from the U.S. Department of Justice, runs the Illinois Internet Crimes Against Children (ICAC) Task Force that investigates child exploitation crimes and trains law enforcement agencies. The task force receives CyberTips, or online reports of child sexual abuse material, from the National Center for Missing and Exploited Children. Over the last several years, CyberTipline reports have steadily increased. In 2025, reports to the ICAC Task Force increased by 45% over 2024.

Illinois' ICAC Task Force is one of 61 ICAC task forces throughout the country and is comprised of a network of more than 200 local, county, state and federal law enforcement agencies. Since 2019, the Attorney General's ICAC Task Force has received more than 76,500 CyberTips and has been involved in more than 1,800 arrests of sexual predators. Since 2006, the Attorney General's ICAC Task Force has been involved in more than 2,500 arrests of sexual predators. In 2024, the task force was involved in rescuing more than 30 child victims from ongoing abuse. The task force also has provided internet safety training and education to over 1 million parents, teachers, students and more than 25,000 law enforcement professionals.

Attorney General Raoul is reminding the public that child sexual exploitation can be reported online at cybertipline.com and child abuse at dcfsonlinereporting.dcfs.illinois.gov. In addition, local child advocacy centers can be found at childrensadvocacycentersofillinois.org.

Bureau Chief Shannon O'Brien prosecuted this case for Raoul's High Tech Crimes Bureau.
