DECLARING A DISASTER EMERGENCY THROUGHOUT THE STATE OF NEW YORK

WHEREAS, on January 23, 2026, and continuing thereafter, extreme temperatures and a winter storm caused hazardous conditions posing an imminent danger to public transportation, utility service, public health, and public safety systems throughout the State;

WHEREAS, this storm system and other winter storms this season have produced frequent and ongoinginstances of frigid temperatures, dangerously cold wind chills, heavy snowfall, high winds, and blowing and drifting snow that have required substantial expenditure of resources such as road salt to protect the public health and safety;

WHEREAS, this storm system, and the dangerous and frigid conditions that continued thereafter, have substantially depleted the State's supply of road salt and other critical resources that both the State and local governments throughout the State continue to utilize to respond to winter conditions, and such depletion may substantially impair the ability of State and local governments to respond to the ongoing winter conditions and future storms, thus posing an imminent danger to public transportation, utility service, public health, and public safety systems throughout the State;

NOW, THEREFORE, I, KATHY HOCHUL, Governor of the State of New York, by virtue of the authority vested in me by the Constitution of the State of New York and Section 28 of Article 2-B of the Executive Law, do hereby extend the State Disaster Emergency as declared in Executive Order 57, and do hereby continue only those terms, conditions, and suspensions contained in Executive Order 57 relating to Sections 97-G, 112, and 163 of the State Finance Law and to Article 4-C of the Economic Development Law, to the extent necessary to purchase any supplies, commodities, services, technology, or equipment, or to add additional work, sites, and time to State contracts, without following the standard notice and procurement policies, to ensure a continuing and adequate supply of and access to such supplies, commodities, services, technology, and equipment to prepare the State to be able to respond to continuing winter conditions and future winter storms, until March 19, 2026.
