PUBLIC UTILITY EASEMENT

UNICOM, INC.

Pursuant to AS 38.05.850 and 11 AAC 05.070(d)(2)(C), the Department of Natural Resources (DNR), Division of Mining, Land and Water (DMLW), Southcentral Regional Lands Office (SCRO) is considering the issuance of a public utility easement in response to the following application:

APPLICANT: Unicom, Inc., a subsidiary of GCI Communication Corporation

PROJECT NAME: ADL 234754, Airraq Phase 3 and Kotlik Extension

GEOGRAPHIC LOCATION: Western Alaska including segments within Baird Inlet, the Bering Sea and channels of the Yukon River, among other waterbodies.

REQUESTED ACTIVITY:

The applicant proposes to install, survey, operate and maintain fiber optic cable lines and necessary appurtenances in several discontinuous segments of easement on shorelands underlying State-owned navigable waterways. The purpose of the project is to extend the previously installed Airraq Broadband Fiber Optic Network and provide highspeed internet service to the communities of Emmonak, Kotlik, Toksook Bay and Tununak with connections for future service in Alakanuk and Mertarvik. Please see the attachments for additional information.

The proposed overall easement area will be approximately 378,119.24 feet long by 30 feet wide for a total area of 260.41 acres, more or less.

If approved, the final location, area and dimensions of the requested easement will be determined by an as-built survey and may differ from that described above. Nothing herein implies the establishment of an easement on land that is not managed by DNR-DMLW.

REQUESTED TERM: Indefinite

DEADLINE FOR COMMENTS: April 10, 2026.

Members of the public and interested agencies are invited to comment on this activity. The purpose of this notice is to gather input before a decision is made.
