Secretary Rollins refuses to end the SNAP funding crisis

Statement of CSPI Deputy Director Joelle Johnson

On November 1, 2025, our country may experience yet another historic first: the first time that Supplemental Nutrition Assistance Program (SNAP) benefits are not issued at all. This means that nearly 42 million families will be unable to afford groceries, much less a Thanksgiving meal.

All because Agriculture Secretary Brooke Rollins refuses to take action on releasing SNAP funding to states. Instead, she is picking winners and losers - choosing to fund beef, corn, and soybean farmers while millions of people in the U.S. go hungry. If states do not receive funding by early next week, families will experience a lapse in benefits that are desperately needed to put food on the table.

Amidst the growing pressure from government inaction, Sen. Josh Hawley has introduced a bill to fund SNAP. But tempting as it may be to support his bill, continued inaction on healthcare by the Republican majority in the Senate makes it seem like they are using SNAP beneficiaries as a bargaining chip against Senate Democrats. In reality, there is no time or reason to pursue an uncertain legislative path to solve the SNAP funding crisis.

Secretary Rollins has the power to end the SNAP funding crisis now. USDA can and must immediately release funding for SNAP and protect all who rely on the program - from children and seniors to farmers and grocers.
